- Wage Determination 2015-4341 Revision 2, date 29 December 2015 Performance Work Statement (PWS), dated 06 June 2016 FA4800-16-T-0008 ACC Program Manager Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) in accordance with (IAW) FAR 13.5 procedures. Submit only written quotations for RFQ FA4800-16-T-0008 in response to this solicitation. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular FAC 2005-82-1 Effective 02 July 2015. This acquisition is set-aside for 8(a) concerns under NAICS code 541350 with a $7.5M size standard. 1. DESCRIPTION: See Attachment 1 -Performance Work Statement (PWS) for detailed description of services. The government requires the following items: The primary purpose of this scope is to provide facility program management and construction oversight for design and construction support for the Headquarters Air Combat Command Campus for HQ Air Combat Command/Director of Staff Facilities (HQ ACC/DSF) at Langley Air Force Base (AFB), Virginia. Management of design and construction will be in accordance with current published United States Air Force (USAF) guidance and other applicable engineering standards. Design Directives will comply with all applicable criteria, and will maximize customer service within budget and reasonable schedule constraints. The contractor shall perform to the standards in this contract and under the general guidance of the USAF Project Manager's Guide for Design and Construction, dated November 2007. This RFQ is for one (1) base year plus four (4) one (1) year options. The periods of performance are as follows: Base Year: 01 September 2016 - 31 August 2017 Option Year One: 01 September 2017 - 31 August 2018 Option Year Two: 01 September 2018 - 31 August 2019 Option Year Three: 01 September 2019 - 31 August 2020 Option Year Four: 01 September 2020 - 31 August 2021 This requirement contains one line item per year, description is as follows: CLIN 0001 ACC Program Manager - Qty: 12 MO 2. SHIPPING INFORMATION: Place of delivery/performance is Langley AFB, VA. All services will be received at FOB destination. This contract will be administered by: 633 CONS/LGCD 120 Burrell Loop Road Langley AFB, VA 23665 3. EVALUATION: See clause 52.212-2 Evaluation - Commercial Items and the Addendum to 52.212-1 Instructions to Offerors 4. Incomplete quotes will not be evaluated for consideration of award. THE DEADLINE FOR ALL QUOTES TO BE SUBMITTED IS 03 AUGUST 2016, 1600 Eastern Standard Time (EST). Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award.
