Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) hereby announces its intent to award a sole source contract to University of Rochester, Laboratory of Interpersonal Violence and Victimization, 601 Elmwood Avenue, Rochester, NY 14642 to procure services for "Developing State Profiles for Sexual Violence Indicators". The contract will be for one 12-month period. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541690, Other Scientific and Technical Consulting Services. The period of performance for this procurement is one 12-month period. The purpose of this procurement is for University of Rochester, Laboratory of Interpersonal Violence and Victimization (LIVV) to develop indicator profiles inclusive of sexual violence indicators using data from a national Integrated Data Archive (IDA). The IDA contains county-level data on social and economic indicators, including but not limited to religious organizations, availability of health care facilities and providers, and relevant policies for up to 15 Rape Prevention and Education Initiative (RPE) grantees. These indicator profiles will be used by RPE awardees to increase their program evaluation capacity and their ability to monitor state-level (i.e., aggregate county-level) indicators for sexual violence outcomes. The University of Rochester, LIVV is the only company with the expertise necessary with respect to both content area knowledge and data analysis skills and access to the Integrated Data Archive, to carry out the required activities. The University of Rochester, LIVV has the content area expertise in intimate partner and sexual violence prevention, and the resources available at the LIVV to meet our requirements developing a dataset with the necessary amount of publicly available and privately owned data available in order to maximize its full potential. The University of Rochester's LIVV investigators represent the only available resources with both access to IDA and an intimate knowledge of how to best use the IDA to develop the data and reports CDC is requesting. The University of Rochester, LIVV has the capacity to use the available data to its fullest extent and experience while working with the IDA which will allow for timely and accurate dissemination of reports using data housed in the archive. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to University of Rochester, Laboratory of Interpersonal Violence and Victimization. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, NO LATER THAN 2:00pm EST on July 30, 2016. Reference solicitation number RFP #2016-N-17936 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
