Description
The NAVSUP Fleet Logistics Center (NFLC) Norfolk, Philadelphia Office, intends to acquire data analytic support services for the Department of the Navy, Bureau of Medicine and Surgery (BUMED). The required services will focus on pursuing systematic examination of operational process efficiencies, population health maintenance strategies, and the quality of medical care and event outcomes with respect to near and longer-term resource consumption; analysis and education of economic factors in healthcare system design; identifying questions that can lead to further investigation and system improvements and aligning analytic efforts with Navy Medicine strategic goals. The resultant contractor(s) is required to provide support for these initiatives in the following ways: (1) assist with identifying the data needs for projects, obtaining data, and understanding the business context and business processing rules behind the data in the major Military Health System (MHS) central data repositories [MDR, M2, and CDR]; (2) provide education to leadership, operations managers, business planners and analysts across Navy Medicine; (3) provide quick turnaround studies for time-sensitive and urgent requests; and (4) provide thorough analysis on selected healthcare related topics pertinent to the Military health System and Navy Medicine. The major task areas supported under the resultant contract(s) include: (1) Central Data Systems Consulting and Extraction Services for the MDR a; (2) Funding Adjustment Models; (3) Metrics; (4) Program Analysis, Cost Analysis, and Value Analysis; (5) GIS Analysis and Geomapping Support; and (6) Education and Training. This procurement does not constitute an acquisition for health information technology maintenance and/or management of the data residing in the Military Health System repositories [MDR, M2, CDR]. Rather, BUMED requires analytic and programmatic support in extracting, evaluating, and utilizing the data contained in the Military Health System repositories for the development of analytic modeling, metrics, and education and training for the purposes of improving healthcare delivery, tracking trends in healthcare utilization, and/or evaluating the effectiveness of medical programs and health initiatives. This opportunity was previously publicized on 20 May 2016 as a sources sought synopsis. The information received in response to the sources sought synopsis has resulted in the determination that the procurement will be processed on a competitive, unrestricted, best value basis in accordance with the procedures set forth at FAR part 15 (Contracting by Negotiation). It is anticipated that Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts where Firm Fixed Price and Cost Plus Fixed Fee task orders can be issued will result from competitive solicitation N00189-16-R-Z081. The Government reserves the right to award at least one resultant multiple award contract to a small business. It is anticipated that the ordering period under the resultant contract will commence on or before 01 March 2017 through four years thereafter. Solicitation N00189-16-R-Z081 will be made available upon its release to the Navy Electronic Commerce Online website, www.neco.navy.mil.
