Description
The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the repair of Generator 2 at the Freedom Center that ensures TSA maintains continuous operations to all TSA-occupied space within the Freedom Center. Accordingly, TSA intends to award a purchase order to Alban CAT Power Systems, 6387 Old Washington Road, Elkridge, MD 21075. This purchase order will address the requirements of the TSA Office of Finance and Administration (OFA) and TSA Building Management Services (BMS). TSA intends to award this requirement under the authority of the Federal Acquisition Regulation (FAR) 12 and 13.106-1(b)(1). TSA requires the repair to Generator 2 in order to ensure backup power for continuous operations for TSA personnel at the TSA administrative and operational space at the Freedom Center. This synopsis is not a request for competitive quotes. It is a notice that outlines the Government's intent to contract on a sole source basis with Alban CAT Power Systems. Sources may identify their interest and capability to respond to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed capabilities and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to TSA Contract Specialist Jorge Santamaria (jorge.santamaria@tsa.dhs.gov) in an electronic format that is compatible with Word 2007. Submissions must be received by July 19, 2016, no later than 5:00 pm, local time, Washington, DC. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than two (2) pages. A determination by the Government not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals but is displaying the Government's intent to pursue a sole source strategy for this acquisition.
