- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. Responses to this Sources Sought Synopsis will be used to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. Naval Facilities Engineering Command Southeast (NAVFAC SE) aboard Naval Station Mayport, Florida is conducting market research to determine availability of firms that are capable of providing tree trimming and landscaping services. This is not a Request for Proposals, but instead a market research method to determine interested and capable sources prior to issuing the solicitation. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought Notice. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. 1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to perform the removal of live trees, dead trees and/or stumps (to include grinding if required), clean- up of debris generated by removal and trimming operations and repair any turf damaged during the course of operations for a specified area of approximately 3.5 acres. This requirement may include trimming trees to heights at, or exceeding, 20 feet and may require the services of a certified tree arborist. The contractor shall comply with all applicable federal, regional, state and local regulations as well as commercial standards. 2. The estimated period of performance: 60 days ADC 3. NAICS code for this requirement: 561730, other services related to advertising with a size standard of $7.5 million. FSC Code: S208 4. Vendors must be registered in the System for Award Management (SAM) in order to be awarded a Department of Defense (DoD) contract. Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. If award of a contract is made, the selected Vendor must be able to access Naval Station Mayport and provide proof of current insurance requirements as outlined in FAR Clause 52.228-5 Insurance-Work on a Government Installation. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure please provide the following voluntary information: a. Firms name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. b. A brief Statement of Capability (no more than 3 pages) which demonstrates the ability to perform the REQUIRED service identified in paragraph 1 of this notice and include any RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. c. Firms business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). d. Responses are limited to email correspondence, and limited to 4 pages. Responses shall be received NLT 5:00 PM Eastern Standard Time (EST) on July 27, 2016. Faxed or postal mailed copies will not be accepted. No further questions or responses will be considered after this deadline. Interested vendors are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government WILL NOT review general capability statements. Please ensure submissions are tailored to this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. Responses to this notice will not be considered adequate responses to a solicitation.
