- DRAFT Attachment J-4 CA7 Sample Detailed Requirements - Solicitation DOL-OPS-16-R-00052 DRAFT Attachment J-5 Home Health Care Sample Detailed Requirements - Solicitation DOL-OPS-16-R-00052 DRAFT OWCS SOO - Solicitation DOL-OPS-16-R-00052_rev pg 25 AMENDMENT 000001: THIS AMENDMENT INCLUDES A REVISED DRAFT SOO AND TWO ADDITIONAL DRAFT ATTACHMENTS. NOTE TO INDUSTRY: ALL DOCUMENTS ATTACHED TO THIS PRE-SOLICITATION NOTICE ARE DRAFTS AND ARE SUBJECT TO CHANGE IN THE ACTUAL SOLICITATION. The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM) Office of Procurement Services (OPS) intends to issue a solicitation for IT Modernization services to support the Office of Workers' Compensation Programs (OWCP). The Government anticipates the award of a single Indefinite Delivery / Indefinite Quantity (IDIQ) contract. The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 541512- Computer System Design Services. The Small Business Size Standard for NAICS Code 541512 is $27.5 Million. The Product Service Code (PSC) for the requirement is R499. The requirement will be competed utilizing full and open competition with no set-asides. The Government anticipates posting Solicitation Number DOL-OPS-16-R-00052 to the Federal Business Opportunities ("FedBizOpps") website (https://www.fbo.gov/) on or around Friday, August 12, 2016 at 3:00PM EST. The date and time for receipt of proposals is expected to be Friday, October 14, 2016 at 8:00AM EST. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed. Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award. The SAM website can be found at: www.sam.gov. The Government anticipates that the period of performance for the contract will consist of a (12 month) Base Year and six (6) twelve (12) month Option Years. The place of performance shall be located at the DOL Frances Perkins Building. Other specific information will be provided with Solicitation Number DOL-OPS-16-R-00052. The DOL will use competitive acquisition procedures utilizing best practices for conducting a competitive procurement as authorized by the Federal Acquisition Regulations (FAR). Offers will be evaluated and the contract will be awarded based on the proposal representing the "Best Value to the Government". The evaluation Factors and their relative importance will be stated in the solicitation. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals. SPECIAL NOTE TO ALL VENDORS: The Government encourages Vendor feedback and recommendations regarding the attached DRAFT Statement of Objectives (SOO), DRAFT attachments, and DRAFT Section M. Therefore, please send all communications, feedback, and recommendations concerning this notice and the attached SOO to the Contract Specialist, Erica Nemmers at nemmers.erica.s@dol.gov. PHONE INQUIRIES WILL NOT BE ACCEPTED. Please note that ALL communications, feedback, and recommendations concerning this notice and the attached DRAFT documents will be used solely for information and planning purposes. Therefore, the Government will not provide answers / responses to questions submitted in response to this Pre-Solicitation Notice. The Government will provide Vendors an additional opportunity to submit questions once the solicitation is issued. As a result, the Government will provide answers to Vendor questions / concerns submitted AFTER the solicitation is posted (during the "Questions and Answers" period). Telephone requests and questions will not be accepted.
