- This announcement is an amendment to FA2521-05-C-0008_LOSC posted 12 May 2016. The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intention to pursue a Sole Source procurement extension for the Launch Operations Support Contract (LOSC) requirement for up to twenty-four months beginning 1 October 2016. This extension will permit the continuation of mission critical supplies and services. The anticipated contract type is Cost Plus Award Fee. Any offerors believing they can provide the required LOSC services for the specified period may provide evidence for consideration by notifying this office in writing by e-mail within 15 days of the publication of this notice. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. The Cape Launch Operations and Infrastructure Support (CLOIS) contract, which is the follow-on contract to LOSC, was competed and awarded on 1 September 2015 but subsequently protested and sustained by GAO on 1 July 2016. In order to continue these essential services and avoid an unacceptable schedule delay during the corrective action process for the LOSC follow-on contract, acquire the services on a sole source basis for the period of time necessary to resolve the protest and transition to CLOIS from: Space Coast Launch Services (SCLS) 1613 SAB Rd. (CCAFS) Patrick AFB, FL 32925-2301 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. Description of Services: The mission of the launch operations support program is to provide operations, maintenance and engineering support to critical launch, spacecraft and ordnance facilities and support systems owned by the 45th Space Wing (45 SW). These facilities and systems are vital to the support of Department of Defense (DoD), civil, and commercial space launch processing at Cape Canaveral Air Force Station (CCAFS), Florida. The Launch Operations Support Contract (LOSC) contractor is responsible for planning and executing all preventive and corrective maintenance and performing configuration changes to LOSC facilities and systems necessary to achieve the greatest operational availability for mission support. LOSC prioritization of these efforts within the available funding resources and based on mission support, personnel and hardware safety, life-cycle costs, and performance improvements, is an essential requirement. Significant emphasis must be placed on the use of system engineering principles in the sustainment of these critical facilities and systems.
