INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a contract on a noncompetitive sole source basis to Siemens Healthcare GmbH to provide support services for the NHLBI MRI system project. BACKGROUND The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), is engaged in the development of Magnetic Resonance Imaging (MRI) guided cardiovascular interventional procedures. This work aims to develop novel, radiation-free applications for diagnosis and repair of structural heart disease. PURPOSE The purpose of this project is to make a series of modifications to an MRI system on which to perform extensive experiments in the application of a novel MRI approach conceived by an NHLBI investigator. TASKS TO BE PERFORMED Under the direction of the NHLBI, the Contractor shall configure the MRI system to meet project requirements. Once the system has been properly configured, the NHLBI shall conduct a series of experiments on the system. PERIOD OF PERFORMANCE The period of performance is estimated to be for one (1) year. JUSTIFICATION Six years ago, the NHLBI set out to purchase a new 1.5T MRI system for the Division of Intramural Research. This large purchase was competed among various MRI manufactures and ultimately awarded to Siemens Healthcare. The end result of this purchase was a Siemens Aera 1.5T MRI system. Since then, NHLBI has utilized its Siemens MRI system in hundreds of protocols. The NHLBI needs to make a series of modifications to its MRI system in order to test a novel MRI application. However, due to the complex nature of this application and the high volume of continuing protocols requiring access to NHLBI's MRI system, the NHLBI cannot afford to dedicate its system to these experiments. In addition, any modifications made to the system would void NHLBI's warranties and service contract with the manufacturer. For these reasons, NHLBI must conduct its experiments on a replica system. Siemens is the only company capable of replicating NHLBI's current MRI system and providing state-of-the-art support of the system during NHLBI's delicate experiments. REGULATORY AUTHORITY This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1(b)(1). ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services, and the Small Business Size Standard is $15.0M. This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (July, 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 29, 2016 at 3:00PM EST and must reference synopsis number NHLBI-CSB-(HL)-2016-178-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M.
