- Description
- The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing upgrades and parts for an existing cabinet x-ray unit model XRAD 320 made by Precision X-Ray. The upgraded cabinet X-Ray unit will be the main component of a dosimetry program at NIST to develop dosimetry standards for measurements made using box and cabinet x-ray irradiators including radiation biology applications. Because of this, it is critical that the full upgrade of the model XRAD 320 ensures a high accuracy of the doses delivered as well as high reproducibility and stability over time. Reproducibility and stability of the doses delivered must be better than 1.0 %. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The upgrade will include the purchase, integration and installation of all new components including the Touchrad multi-controller system which include the x-ray generator and the precision X-Ray dosimetry measurement system and motorized platform hardware controlled by the Touchrad software. The existing generator will be replaced to allow compatibility with the new Touchrad multi-control unit. The current oil to water cooler will be replaced by an oil to air cooler and shall be integrated with the operation of the Cabinet X-ray. The proposed acquisition is for upgrades to an existing cabinet x-ray unit model XRAD 320 that utilizes the TouchRad multiuser control unit. All parts and upgrades listed below must be compatible with the existing control unit and cabinet x-ray. * Installation of a new single phase 320 kV generator and new TouchRad multi user control unit. * Integration with existing cabinet X-Ray of new TouchRad multi user control unit including large touch screen graphical interface and complete software. * Integration of the existing ionization chamber with the new TouchRad console and software to allow setting a dose for irradiating samples (dose controlled exposures). * Integration of the existing ionization chamber with the new TouchRad console and software to allow setting a time for irradiating samples (time controlled exposures). * Installation/ integration of new junction box and new diamentor * Installation of new programmable remotely operated motorized platform * Installation of new oil to air cooler * Perform oil change * Integration of all new components with existing XRAD 320 system * Replacement Feet for X-RAD 320 Cabinet (qty 4) * All accessories and parts (including hoses and cables) to allow integrating all the new components to existing cabinet x-ray unit * Ensure no radiation leakage during operation of the equipment after upgrade is complete * Deliver Maintenance and Operation manuals for completed system. Must include: - System start-up and shut-down; -Emergency shutdown; -Operation of the TouchRad control system -Operation of the Ion chamber and Dose Measurement system -Scheduled maintenance for irradiator; -Preventive maintenance for irradiator; -Basic troubleshooting; -Complete list of commercial components that have been used in the system; -List of error messages of controller, explicit explanation of each error message, and actions to be taken. Additionally, the following terms shall be met: TRAINING: The Contractor shall schedule and conduct one (1) training session for up to 4 users on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and basic troubleshooting. The training may be completed immediately after installation and demonstration of performance specifications. DELIVERY/INSTALLATION: All items must be delivered and installed. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company’s size classification in any response to this notice. Companies that can provide fast multichannel digitizer cards that meets the stated requirements are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
