This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, or Veteran Owned Small Businesses, interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business or Veteran-owned small business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide online access for two concurrent users from a single web site to the full text of the following seven medical textbooks to support patient care, medical center research activities, and medical center staff continuing education at the VA St. Louis Health Care System. Institutional access to these medical textbooks will be available medical center wide from any employee's desktop. a)AAOS Comprehensive Orthopaedic Review (American Academy of Orthopaedic Surgeons) b)AJCC Cancer Staging Handbook (American Joint Committee on Cancer) c)Holland-Frei Cancer Medicine d)Handbook on Injectable Drugs e)Scientific American Medicine f)Scientific American Surgery g)Stedman's Medical Dictionary The NAICS code for this service is 519120 - Libraries and Archives. STATEMENT OF WORK Online Access to Seven (7) Medical Textbooks from a Single Web Site A.General Information 1.0Introduction: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) VA St. Louis Health Care System, St. Louis MO requires online full text access to seven (7) medical textbooks to be made available to the St. Louis VA Medical Center and its Community Outpatient Clinics (CBOCs). Performance Period: Aug 1, 2016 to July 31, 2017 1.1Objective The desired goal is the provision of online access for two concurrent users from a single web site to the full text of the following seven medical textbooks to support patient care, medical center research activities, and medical center staff continuing education at the VA St. Louis Health Care System. Institutional access to these medical textbooks will be available medical center wide from any employee's desktop. a)AAOS Comprehensive Orthopaedic Review (American Academy of Orthopaedic Surgeons) b)AJCC Cancer Staging Handbook (American Joint Committee on Cancer) c)Holland-Frei Cancer Medicine d)Handbook on Injectable Drugs e)Scientific American Medicine f)Scientific American Surgery g)Stedman's Medical Dictionary 2.0Scope of Work: 2.0.1The vendor will provide the two medical center divisions (Jefferson Barracks and John Cochran) of the VA St. Louis Health Care System and its four associated Community Based Outpatient Clinics and other services (i.e. Hope Recovery Center, Human Resources, Women's Clinic, Dermatology Clinic, and Research) located off site from the medical center main campuses with access to a single web site from which the six medical titles listed above in 1.1 may be accessed electronically. Authentication will be through IP address validation eliminating the need for users to enter identification, username and/or password. 2.0.2Access will be for two (2) concurrent users from any web-enabled computer within the VA St. Louis Health Care System. 2.1Information Scope The vendor provides online full-text access to the six (6) listed medical textbooks in 1.1 above. Full text coverage includes the current edition and all graphics. The electronic versions are searchable and are comparable to the print editions. 2.2Information Quality 2.2.1Information is accurate, authoritative, and relevant. 2.2.2"Best practice" or evidence-based information is included. 2.3Usability 2.3.1Navigation within the system is logical and is easy to use. 2.3.2The product has "user friendly" help and direction aids. 2.3.3The six medical textbooks listed in 1.1 above are hosted on a single web site and the content all five titles may be accessed with one search. Users will not have to access different web sites in order to access the textbooks. 2.3.4Users will be able to search the contents of all titles with a single search statement. 2.4 Access, content, support 2.4.1Access to be granted through IP address validation eliminating the need for users to enter identification, username and/or password. 2.4.2Two (2) concurrent simultaneous users are to have immediate access from any web-enabled computer on the St. Louis VA Medical Center network. 2.4.3The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.4.4The product is compatible with the Windows environment. 2.4.5All site content and support of the web site is the responsibility of the contractor. This includes tech support to St. Louis VA Medical Center users. 2.4.6Information is easily printed, with full text information available in the Adobe.pdf format when possible. 2.4.7 The C&A requirements do not apply, and a Security Accreditation Package is not required.
