Description

The NAVSUP Fleet Logistics Center (FLC) San Diego is conducting a market survey to determine the interest and capability of Small Business Industry to deliver a global historical data archive, providing the full text of news stories, as they were reported across a wide variety of sources and languages. The purpose of this requirement is to examine differences in the language and tone of news stories, as they are reported in different countries, so as to generate enhanced predictive analytics for assessing future hotspots of conflict. This data will also be used for pedagogical purposes in the classroom, giving students new opportunities for thesis research, ranging from the development of �big data � analytic skills, to the development of substantive analytic products offering new metrics for the assessment of military conflict through global media. Please read the full statement of requirements. This procurement is anticipated to be a firm fixed price (FFP) contract and FLCSD anticipates issuing a combined synopsis and solicitation shortly after the completion of the sources sought using FAR Parts 12 and 13.5. The �DRAFT � Statement of Requirements is attached. The purpose of this Sources Sought Notice is to locate and identify qualified Small Business sources to determine if sources exist for Small Business set aside. The contractor must be able to deliver in accordance with the attached Statement of Requirements. The primary North American Industry Classification System (NAICS) code for the procurement is 518210. The small business size standard for this NAICS code is $32.5M. Small Businesses must provide your CAGE code in your submitted information, along with a point of contact, and whether your company is small, disabled veteran, woman owned, small disadvantaged, 8(a), hub zone, or other types of small business concerns. Respondents shall provide information related to contracts demonstrating Technical Capabilities where the respondent was involved at a comparable level of effort. In addition, interested small business firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; (4) contractor �s technical capabilities statement; and (5) The contractor �s technical capability or potential approach to achieving technical ability to perform at least 51% of the cost of the delivery with its own employees. The Technical Capabilities statement should summarize experience and knowledge relative to the Statement of Requirement draft and should not exceed 3 pages. The respondent should describe qualifications and experience in delivery of specific relevant work, providing sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature of the delivery. Technical Capabilities will be evaluated on previous experience, current experience, or both. A determination as to whether this acquisition will be a set-aside for small business will be based upon responses to this notice.
