Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to Thermo-Calc Software Inc. to renew the annual maintenance and support for ThermoCalc and DICTRA computational thermodynamics and diffusivity software and to purchase MICRESS microstructural simulation software. This is considered a sole source to Thermo-Calc because, to the best of the NETL's knowledge based on market research conducted, Thermo-Calc is the sole source supplier in the USA for Thermo-Calc software, related products, and maintenance/support. This is to purchase new software and to renew a maintenance agreement for the period 10/01/2017 through 09/30/2018. This maintenance agreement was initiated and purchase at the time when the associated software was initially procured. The software continues to have a useful life therefore renewal of the maintenance agreement is required so NETL is ensured continued use of the software and that the software operates in an efficient and effective manner. This specialized software is the premier computational modeling software and NETL has developed models and simulations based around this software. The thermodynamic and mobility databases are the most up-to-date and comprehensive ones on the market and provide necessary inputs for the software to make accurate predictions on materials properties for the NETL developed simulations. The legacy ThermoCalc and DICTRA software and materials databases and MICRESS form an integrated software package. By purchasing the microstructural simulation software, NETL will add to our capabilities. Thermo-Calc is the only vendor to provide these items/service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on July 29, 2016. Responses must be submitted in writing to lora.stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
