- Request for Quote (P16PS01969) Water Tank Inspection and Cleaning This RFQ is being issued for the purpose of Water Tank Inspection, Cleaning and Minor Repair at North Cascades National Park Service Complex (NOCA). The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-88-1; RFQ is set aside for small businesses, NAICS 237110 Water System Storage Tank Contractors, with a small business size standard of $36.5 million average annual gross receipts for the past three years. Water Tank Inspection and Cleaning services are to be performed as described in the attached Statement of Work (SOW). The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Background: North Cascades National Park Service Complex (NOCA) maintains and annually inspects multiple public water systems and storage tank infrastructure. Over time, tanks accumulate sediment which in turn incurs poor water quality and increased maintenance time and cost. Inspecting, cleaning, identifying and correcting any deficiencies will restore water quality and minimize future maintenance requirements. 2. Statement of Work / Contractor Tasks: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform tank inspection, cleaning and minor repairs for four (4) water storage tanks located within the park complex. All work will be performed under a single firm fixed price contract per the attached Statement of Work (SOW). 3. Location: a. The four water storage tanks are located within the NOCA complex and are identified as: 1) Newhalem Creek Campground; 2) Colonial Creek Campground; 3) Environmental Learning Center; and 4) Stehekin Landing. b. Three of the NOCA water storage tanks are located within the Ross Lake National Recreation Area, along Washington State Route 20. The fourth water storage tank is located within the Lake Chelan National Recreation Area, in the remote community of Stehekin. c. The Statement of Work (SOW) attached with this solicitation provides vicinity maps showing water tank locations as well as tank details and plans. In addition, because of its remoteness the following information is provided regarding the NOCA Stehekin site: Due to remoteness of the Stehekin site and the logistics and costs involved with transportation, lodging, meals etc., interested quoters are advised (urged) to verify scheduled ferry/barge runs, lodging availability, meal service etc., and thoroughly research pricing and related costs prior to submitting a quote!!
