Description

SCOPE OF WORK/SYNOPSIS (VHA SOP 160-010-01 Item #4) PROJECT No: 679-16-R02 PROJECT TITLE: Replace Lab Hood & Biological Safety Cabinets DESCRIPTION OF PROJECT Contractor shall replace and install two new biological safety cabinets and a new fume hood in the Lab of building 135, rooms 128, 128B, and 133, respectively. Contractor shall remove the existing fume hood and each Level II biological safety cabinet and perform all preparation work prior to installing the new equipment. Preparation work includes, but is not limited to cutting and capping existing medical gas lines (i.e. oxygen, vacuum, air, etc.), replacing existing exhaust duct connections to the new units, and performing additional modifications as required for proper connection and acceptance of the new equipment into the existing space. New ductwork shall be 304 Stainless Steel and the duct collar a 10 inch round that fits between the new equipment and existing exhaust duct. Contractor shall install a transition duct between the existing duct and new ductwork. New dampers shall also be installed in addition to performing modifications to ensure proper duct connections. Medical gas service to each cabinet and the hood shall be terminated and existing medical gas lines shall be cut and capped in the wall or above-ceiling. Modifications to the med gas system shall be tested and certificated after completion of work. The fume hood shall be placed on its own dedicated circuit, 2-pole 115V circuit and breaker in the new electrical panel in room 125, Bldg 135 electrical room. Each biological safety cabinet shall use the existing electrical hookups. New electrical conduit and wiring shall be installed from the hood to the new panel located in room 125, Bldg 135. Once all preparation work is complete and accepted by the VA, Contractor shall install and connect the new VA-provided lab hood and biological safety cabinets in accordance with the manufacturer's instructions. Contractor is to ensure that all equipment connections are secured and complete. This work (including all preparation work) shall be phased to allow minimal disruption to lab personnel. Contractor shall abide by all VA safety rules and regulations and ensure work is in compliance with applicable NFPA and NEC codes in addition to industry standards. Dust control measures shall be taken by the contractor during completion of this work. Exhaust duct installation shall be in accordance with the following requirements below: A.Regardless of the pressure classifications outlined in the SMACNA (Sheet Metal and Air Conditioning Contractors) Standards, fabricate and seal the ductwork in accordance with the following pressure classifications: B.Duct Pressure Classification: 0 to 50 mm (2 inch) > 50 mm to 75 mm (2 inch to 3 inch) > 75 mm to 100 mm (3 inch to 4 inch) Show pressure classifications on the floor plans. C.Laboratory Hood, Exhaust and Associated Ductwork: 1.3 mm (18 gage) all welded Stainless steel. D.Biological Safety Cabinet, H12, Hood Exhaust and Associated Ductwork: 1.3 mm (18 gage) all welded stainless steel. E.Fabricate and install ductwork and accessories in accordance with referenced SMACNA (Sheet Metal and Air Conditioning Contractors) Standards: 1.Fabricate ductwork based on field measurements. Provide all necessary fittings and offsets at no additional cost to the government. Coordinate with other trades for space available and relative location of equipment and accessories on ceiling grid. Duct sizes are inside dimensions which shall be altered by Contractor to other dimensions with the same air handling characteristics where necessary to avoid interferences and clearance difficulties. 2.Provide duct transitions, offsets and connections to dampers, coils, and other equipment in accordance with SMACNA Standards, Section II. Provide streamliner, when an obstruction cannot be avoided and must be taken in by a duct. Repair galvanized areas with galvanizing repair compound. F.Seal openings around duct penetrations of floors and fire rated partitions with fire stop material as required by NFPA 90A. All new electrical work shall be installed in accordance with the following below requirements: A.Conductors and cables shall be in accordance with NEMA (National Electrical Manufacturers Association) & UL. B.All conductors shall be copper. C.Single Conductor and Cable: 1.No. 12 AWG: Minimum size, except where smaller sizes are specified herein. 2.No. 8 AWG and larger: Stranded. 3.No. 10 AWG and smaller: Solid; except shall be stranded for final connection to motors, transformers, and vibrating equipment. 4.Insulation: THHN-THWN and XHHW-2. XHHW-2 shall be used for isolated power systems. 5.No. 10 AWG and smaller: Solid color insulation or solid color coating. 6.No. 8 AWG and larger: Color-coded using one of the following methods: a.Solid color insulation or solid color coating. b.Stripes, bands, or hash marks of color specified. c.Color using 19 mm (0.75 inches) wide tape. 7.For modifications and additions to existing wiring systems, color coding shall conform to the existing wiring system. 8.Conductors shall be color-coded as follows: 208/120 VPhase480/277 V BlackABrown RedBOrange 3.1 GENERAL A.Install conductors in accordance with the NEC (National Electric Code). B.Install all conductors in raceway systems. C.Splice conductors only in outlet boxes, junction boxes, pullboxes, manholes, or handholes. D.Conductors of different systems (e.g., 120 V and 277 V) shall not be installed in the same raceway. E.Install cable supports for all vertical feeders in accordance with the NEC. Provide split wedge type which firmly clamps each individual cable and tightens due to cable weight. F.In panelboards, cabinets, wireways, switches, enclosures, and equipment assemblies, neatly form, train, and tie the conductors with non-metallic ties. I.Conductor and Cable Pulling: 1.Provide installation equipment that will prevent the cutting or abrasion of insulation during pulling. Use lubricants approved for the cable. 2.Use nonmetallic pull ropes. 3.Attach pull ropes by means of either woven basket grips or pulling eyes attached directly to the conductors. 4.All conductors in a single conduit shall be pulled simultaneously. 5.Do not exceed manufacturer's recommended maximum pulling tensions and sidewall pressure values. J.No more than three branch circuits shall be installed in any one conduit. K.When stripping stranded conductors, use a tool that does not damage the conductor or remove conductor strands. COMPLETION TIME (45) calendar days from NTP PRIVACY/SECURITY TRAINING REQ'MTS Prior to starting the project, all contractors and subcontractors, are required to complete VA Information Security and Privacy Awareness Course (VA10176) and submit a copy of the certificate to the COR. GENERAL REQUIREMENTS "Prior to starting any work on-site, contractor along with all sub-contractors shall wear ID badges at all times. The ID procedure will be discussed at the kickoff meeting. "Contractor shall not take any photographs or video without the authority of the contracting officer in writing. Contractor along with VA personnel shall discuss work assignments and check-in/check-out procedures at the kickoff meeting. "VA-designated employee shall escort contractor in areas where patient information can be viewed or accessed. RECORDS AND INFORMATION MANAGEMENT Project No. 679-16-R02 Project Title: Replace Lab Hood & Biological Safety Cabinets Upon completion or termination of the applicable contract(s) or agreement(s), return and/or destroy, at Covered Entity's option, VA information gathered, created, received, or processed during the performance of the contract(s) or agreement(s). No data will be retained by Business Associate, or contractor, subcontractor, or other agent of Business Associate, unless retention is required by law and specifically permitted by Covered Entity. As deemed appropriate by and under the direction of Covered Entity, Business Associate shall provide written assurance that all VA information has been returned to Covered Entity or destroyed by Business Associate. If immediate return or destruction of all data is not possible, Business Associate shall notify Covered Entity and assure that all VA information retained will be safeguarded to prevent unauthorized Uses or Disclosures. Prior to termination or completion of this contract, contractor/subcontractor must not destroy information received from VA, or gathered/created by the contractor in the course of performing this contract without prior written approval by the VA. Any data destruction done on behalf of VA by a contractor/subcontractor must be done in accordance with National Archives and Records Administration (NARA) requirements as outlined in VA Directive 6300, Records and Information Management and its Handbook 6300.1 Records Management Procedures, applicable VA Records Control Schedules, and VA Handbook 6500.1, Electronic Media Sanitization. Self-certification by the contractor that the data destruction requirements above have been met must be sent to the VA Contracting Officer within 30 days of termination of the contract.
