This is Sources Sought announcement only - this is not a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the Stratton VA Medical Center in Albany, NY anticipate a purchase order for the following: Air Monitoring / Gas Detection System* * Please see attached Statement of Work (SOW) for required technical specifications The appropriate NAICS Code is 334519 - Other Measuring and Controlling Device Manufacturing Please note: This Source Sought Notice is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Vendors who do not fall under either one of these socioeconomic categories need not respond. Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Statement of Work Chemical Monitoring System A.GENERAL INFORMATION 1.Title of Project: Gas Detection / Air Monitoring System 2.Type of Contract Contemplated: Firm Fixed Price - Equipment B.SCOPE oAir monitoring system for the following: "Sterrad NX x3 units, Sterrad 100NX x1 unit (Hydrogen Peroxide) in one area "Medivators x3 units (Rapicide PA), Trophon x1 unit (Hydrogen Peroxide), Cidex OPA soak station x1 unit "Ability to have chemical filtration on the PAA sensor to reduce cross sensitivity to Hydrogen Peroxide (<1%) "Has no moving part, pumps or tubes "Ability to expand for adding additional monitors or existing monitors reconfigured for different gases as future demands dictate "Allows for remote display with repeater remote displays with both audible and visual alarms, mounted outside the doors of monitored areas to alert of gas levels prior to entering the room oLocal monitor screens for each of the devices listed above plus two for adjoining room for a total of 9 that have the following attributes: "Color coded graphical display shows the status of each area. "Have a bright LED visual display of real-time gas reading "Displays each area's current gas concentration, any acute high and low alarms from the area monitor, current OSHA time weighted averages and any time weighted average alerts. "Emissions Monitoring displays instantaneous concentration, 24 hour daily average, elapsed time average and alarm status. "Tricolor display that changes color with alarm status for easy viewing over 50 ft away. "Impending alerts to warn of trends and enable proactive response. "Availability of toxic gas sensors that are periodically supplied that are factory calibrated and ready for use upon arrival, calibrated for the target gas eliminating the need for on-site calibration. "Local monitors are no larger than 10 x 6 x 5 to allow placement on identified limited wall space and electrical box configuration in department "Use CAT5 or CAT6 communication wiring "Monitors must have the ability to be independent of others and can operate on its own power "Sensor modules have integral batteries for fast start-up on install and new sensor modules have a warm up time of <60secs recovery from power failure. oRemote Video Displays x2 located in different areas of entry to these rooms to enable viewing of the same local monitoring screens in multiple work areas. ? oComputer module & software in which all monitoring devices are bundled to allow for analyzing historical data to include but not limited to: "Instantaneous concentration "Alarms; provide early warning (impending alerts) for all of the OSHA limits (AL, PEL & EL) "OSHA Time weighted averages, Permissible Exposure Limit (PEL), Excursion Limit (EL), Short Term Exposure Limit (STEL), Action Level (AL) "User defined window in time "Uses touch screen monitor technology "Graphic feature for trend analysis that are color coded "Audible alarms that indicate safe conditions or varying levels of exposure as indicated by each area monitor "Continuous communication with up to 32 area monitors "Diagnostic features to report errors "Upload gas concentration % LEL and alarm data for each area monitor in real time "Automatic data storage and backup that meets OSHA 30 year record keeping requirements "External communications from monitor: "Standard - two n/o & n/c relays triggered by alarm status, digital communication to computer; Optional over Ethernet; "Optional communications board with 4 - 20 mA, Modbus, Ethernet/IP. "External communications from main computer: Modbus, SQL oFull installation and set-up of system with company trained and approved/authorized manufacturer staff for installation.
