Unclassified questions and comments should be electronically submitted to the Contracting Officer, Brendan Kittredge ( brendan.kittredge@navy.mil ), and Contracts Specialist, LCDR Krysten Ellis ( krysten.ellis@navy.mil ). Questions may be answered and incorporated into the final RFP at the discretion of the Government. Attachments 4-6 of the draft RFP (JCREW Bidder's Library, Government Furnished Information (GFI) List, and DRAFT Technical Data Package (TDP)/Technical Drawing List) contain classified or restricted disclosure information. Companies requesting a copy of classified or restricted disclosure attachments for RFP N00024-16-R-6327 must provide the Contracting Officer a completed Security Classi fication Specification, DD Form 254 (Attachment 1), indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. Upon proper clearance approvals by the Government, the Government will issue a "Terms of Use" letter to the requesting company. The Terms of Use letter shall be signed and returned to the Contracting Officer. Upon receipt of the Terms of Use letter by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. The deadline to request access to classified or restricted disclosure attachments for RFP N00024-16-R-6327 shall be the same as the deadline to submit questions.
