- NOI Synopsis: US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office (ECO) intends to issue a six-month sole source extension, by exercising the option through clause 52.217-8, to Qi Tech LLC under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii)(B). Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall provide functional support in the areas of technical, administrative, support service management, financial analysis, and Information Technology support for the Joint Test and Evaluation (JT&E) Program Office (JPO). As a result of delays in the procurement process for the follow-on contract, the previous strategy of awarding a new contract by the end of the current period of performance on 20 September 2016 is no longer feasible. The extension is required in order for the Government to conduct adequate acquisition planning and competitively award the follow-on contract. The JT&E Program and ECO intend to transition JT&E Joint Program Office (JPO) support services to a new contract expected to be awarded by 21 March 2017. This notice is neither a request for a competitive proposal nor a solicitation for offers. A determination by the Government to not compete this requirement is not based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the competed action to follow. This notice should not be construed as a commitment by the Government.
