- This announcement is an amendment to FA2521-08-C-0006_IOMSFY17JA posted 11 May 2016. The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intention to pursue a Sole Source procurement extension for the Infrastructure Operations and Maintenance Services (IOMS) requirement for up to twenty-four months beginning 1 October 2016. This extension will permit the continuation of mission critical supplies and services. The anticipated contract type is Cost Plus Incentive Fee. Any offerors believing they can provide the required IOMS services for the specified period may provide evidence for consideration by notifying this office in writing by e-mail within 15 days of the publication of this notice. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. The Cape Launch Operations and Infrastructure Support (CLOIS) contract, which is the follow-on contract to IOMS, was competed and then award was made on 1 September 2015. The award was subsequently protested and sustained by GAO on 23 December 2015. The agency took corrective action, award was re-affirmed on 15 March 2016 and protested on 25 March 2016. The re-affirmed award protest was sustained on 1 July 2016. In order to continue these essential services and avoid an unacceptable schedule delay during the GAO protest process the IOMS follow-on contract, the Government will acquire the services on a sole source basis from: InDyne, Inc. 14680 Earth Station Road Patrick AFB, FL 32925-2301 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. Description of Services: The IOMS mission is to support requirements for vehicle launches, range operations and the overall 45 SW mission at Cape Canaveral Air Force Station, Ascension Auxiliary Air Field and limited services at Florida Annexes, Patrick Air Force Base and Kennedy Space Center. These services include: infrastructure, facilities and equipment operations and maintenance (O&M), launch support, operation of a 24/7 duty office for CCAFS support, plant/port operations, sustainment engineering and emergency management response. The current contract maintains 562 facilities (58 critical), 500+ towers, 320 miles of power lines, 2 power plants, 3 sub-stations, 53 miles of sewer line, 2 waste treatment plants, 132 miles of water lines, 3.8 million square yards of pavement, and $3.2 billion in assets.
