Description:  This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with KineMatik, Eastgate Hall, Eastgate, Little Island, Cork, Ireland to procure 25 each ELN eNovator Solutions license service agreements. The software license renewal and service agreement is required for troubleshooting and product updates. The licenses have been used for the ongoing experiments within Malaria Immunology and Vaccinology as it is specific to this software. Failure to obtain the required licenses and associated support would result in the inability to complete daily tasks charged to the lab. Place of delivery is Rockville, MD 20852. T he statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and licenses are applicable to original software. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide licenses and support may submit a response that will be considered by email (subject line to reference NOI-RML-D-1799226) to Michael Barrett at michael.barrett@nih.gov, by 5:00 pm eastern standard time Monday, July 25, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
