- The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. The Library of Congress (Library) intends to issue a Request for Proposals (RFP) for a contractor to provide editorial, project management, design and art direction services for its Office of Communications. The purpose of this solicitation will be to identify a qualified contractor to provide Annual Report design services and other services, such as: i) Design Concept Development ii) Design Execution iii) Editorial Services iv) Web Design Services The Library will issue a RFP on or about 5 days from the posting of this notice. Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted on the FedBizOpps website: http://www.fbo.gov. Proposals for this RFP will be due by noon on July 29, 2016 and clarifications/questions will be due by July 22, 2016. This notice does not obligate Library to award a contract, nor does it commit the Library to pay any cost incurred in the preparation and submission of proposals.
