Description

NASA ARC plans to issue a Request for Quotation (RFQ) for an Electronic Standby Instrument System (ESIS) to be installed on a US Army EH-60L research helicopter at NASA Ames Research Center. The US Army Aviation Flight Test Directorate (AFTD) have selected and approved for installation the L3-GH4001 ESIS on the EH-60L as the current generation ESIS system for this aircraft. No other systems are approved for this aircraft by the US Army. NASA/ARC intends to purchase the ESIS from L-3 Communications Avionics Systems, Grand Rapids, MI 49512 under the authority of FAR 13.106-1(b)(1), only one source reasonable available. The procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. Pacific time on July 29, 2016. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
