- Combined Synopsis / Solicitation The U.S. Fish and Wildlife Service (USFWS) ¿ Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, Oregon 97232, is issuing a Combined Synopsis / Solicitation for Gravel, 915 Tons (approximately 495 Cubic yards) of ¿Trail Mix ¿ (3/8 ¿ crushed quarry rock mixed with crusher dust (River Rock is not acceptable)) to be delivered to the Salmon Creek Unit of Humboldt Bay National Wildlife Refuge, Loleta, CA 95551. The anticipated award date will be on or about 8/1/2016. Offerors shall be responsible for having reviewed, considered and followed the attachments to this solicitation in preparation of their quote(s). The description for this material is adequate. Therefore there are no attachments. (i) This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested. A written solicitation form (i.e. SF 1449) is attached; however, it shall not be used in submission of your quotation. Refer to Paragraph (xv) for submission instructions. (ii) Solicitation No. F16PS00877 is being issued as a request for quotation (RFQ). (iii) The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, Offerors shall be responsible for having read and considered identified provisions and clauses in preparation of their quote(s). (iv) Procurement will be Fixed Price. The applicable NAICS code is 212321, Construction Sand and Gravel Mining with a small business size standard of 500. This procurement is set-aside for small business. (v) Offerors shall provide pricing on the following bid items. Optional items, if applicable, will be identified as such. Procurement is f.o.b. destination; therefore, offerors shall incorporate freight charges, if applicable, within their total price. The resultant contract will be firm-fixed-price; therefore, no adjustment for actual freight charges will be made. (a) Gravel, 915 Tons (approximately 495 Cubic yards) of ¿Trail Mix ¿ (3/8 ¿ crushed quarry rock mixed with crusher dust (River Rock is not acceptable)) Delivery is needed 7/25/2016 and not later than 30 Days from award. (vii) Delivery dates for each bid item are outlined in Paragraph (v). Deliveries shall be made to: U.S. Fish and Wildlife Service Salmon Creek Unit Humboldt Bay National Wildlife Refuge 1020 Ranch Rd. Loleta, CA 95551. Site visit is not required. Inspection and acceptance will be in accordance with Paragraph (a) of FAR Clause 52.212-4 (Contract Terms and Conditions ¿ Commercial Items). Weight tags from the quarry or plant will be provided to the Refuge Project Manager for each truck load of rock delivered. (viii) FAR Provision 52.212-1 (Instructions to Offerors ¿ Commercial Items) applies to this acquisition. There are no addenda to the provision. (ix) Award will be made to the offeror who represents the best value to the Government. Non-cost factors include delivery. Offers must be submitted for quantity specified. (x) FAR Provision 52.212-3 (Offeror Representations and Certifications ¿ Commercial Items) applies to this acquisition. (a) If offeror is not registered in the System for Award Management (SAM), they shall fill in the provision and include it along with their quote. Failure to do so will result in the offerors quote being considered nonresponsive. (b) If offeror is registered in SAM, they do not have to fill in the provision and include it along with their quote; however, they shall state somewhere on their quote that they are registered in SAM and provide their DUNS number. (xi) FAR Clause 52.212-4 (Contract Terms and Conditions ¿ Commercial Items) applies to this acquisition. There are no addenda to the clause. (xii) FAR Clause 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders ¿ Commercial Items) applies to this acquisition.
