- LSJ - DOD EMALL Centralized Catalog Hosting System (CCHS) In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the services required at the level of quality required in the required timeframe because the services are unique or highly specialized. At this time, ManTech Information Systems is the only source capable of providing the required services because it alone has the expertise and the corporate knowledge required to provide the services, and complete in-process development activities in response to OSD mandates.
