- The Contracting Department, Fleet Logistics Center (FLC), Norfolk, VA, 23511-3392 intends to negotiate a Firm Fixed Price commercial contract, utilizing procedures under FAR Part 13, Simplified Acquisition Procedures, for one (1) Protestant Director of Religious Education (DRE) in support of the Religious Program at Joint Expeditionary Base Little Creek Fort Story (JEBLCFS) for the period 1 Oct 16 through 30 Sep 17 for one (1) year base with 3 year option 1 Oct 17 30 Sep 20. This procurement is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 813110; the Business Standard Size is $7.5M. A complete RFQ package will be available on or about 13 July 2016 by downloading the documents at the Navy Electronic Commerce Online Website as follows: https://www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
