- I. This is a combined synopsis/solicitation for a commercial item Blanket Purchase Agreement (BPA) prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. II. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. In order to be considered for award, offeror must adhere to all quotation requirements detailed herein. Submit written quotes in reference to Request for Quote (RFQ) reference FA5587-16-Q-1111. III. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, Defense Federal Acquisition Regulation Supplement (DFARS) Public Notice 20160325 and AFFARS AFAC 2015-1001. IV. Due to the overseas location of this solicitation, no set-aside will be used. The North American Industry Classification System Code (NAICS) is 532111. V. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, see addenda in the attached solicitation. VI. The provision at 52.212-2, Evaluation -- Commercial Items, applies. The addenda is in the attached solicitation. VII. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. There are no addenda to this clause. VIII. the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The Following clauses from within that clause apply: 52.204-10, Reporting Executive compensation and First-Tier Subcontract Awards 52.209-6, Protecting the Government's Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment 52.223-18, Encouraging Contractor Policies to Ban Text Messaging while Driving 52.232-33, Payment by Electronic Funds Transfer- System for Award Management 52.232-36, Payment by Third Party IX. Offeror Representations and Certifications prescribed in FAR Part 52.212-3 shall be completed and included with offer or in conjunction with SAM registration. X. The Government intends to award one BPA. However, the Government may award multiple BPA's at the discretion of the Contracting Officer. See 52.212-2 addendum (in the attached solicitation) for multiple award consideration. XI. Quotes are due to Nicholas.hazelett@us.af.mil no later than 0700 London time, 13 August 2016.
