- SF1442 Request for Proposal THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The General Services Administration announces an opportunity to provide General Construction (GC) services for the Dry Pipe Sprinkler System Nitrogen Generators Project in two Federal Buildings and U.S. Courthouses: one located at 204 S. Main Street in South Bend, Indiana 46601 and the other located at 5400 Federal Plaza in Hammond, Indiana 46320. The scope of work will included all labor, materials, transportation, supervision, and all other costs associated with replacing the existing dry pipe system and all associated electrical work to support the new system. This procurement is a total small business set-aside. Funds are currently available. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $36.5 million. The total estimated construction cost for the project is between $100,000 and $250,000. The performance period of this project is 90 calendar days. This is a negotiated procurement; there will NOT be a public bid opening. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing General Construction (GC) Services on Similarly Complex Projects; Qualifications of Key Personnel; and Past Performance on Similarly Complex Projects. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on August 15, 2016 by 2:00 PM (CST). All offers are to be submitted via e-mail to Joe Loersch at joseph.loersch@gsa.gov.
