Description
The Department of Veterans SAO West NCO 19, Rocky Mountain Acquisition Center, 4100 E. Mississippi Avenue Suite 900, Glendale, CO 80246 intends to enter into sole source Blanket Purchasing Agreement authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Under the authority of FAR 6.302-1, the Department of Veterans Affairs intends to award a sole source five-year Blanket Purchasing Agreement to Roche Diagnostics Corporation, 9115 Hague Rd. Indianapolis, IN 46256, parent company Ventana Medical Systems, 1910 Innovation Park Drive, Tucson, AZ 85755, a large business. The associated North America Classification Systems (NAICS) Code is 325413 and the Business Size Standard is 1,250 employees. The contractor shall provide the Eastern Colorado Health Care System with proprietary/name brand reagents, test kits, antigens and antibodies for use in diagnosing VA patients. The Pathology and Laboratory Medicine Services (P&LMS) utilizes the Vantage system, Ventana Ultra immunostainer, Ventana Benchmark immunostainer and Benchmark special stainer, designed to use proprietary fitted vials of antibodies and other consumable reagents/products that are used exclusively with the testing instruments. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Tuesday, July 19th, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
