- The Defense Logistics Agency (DLA) - Energy - FENCB is seeking information on industry capabilities, interest, potential sources for the Receipt, Storage, and Issue of military specification grade Aviation Turbine Fuel Grade JP5/F44 within the following geographic area: Pasific Coast (Western Coast) of the Republic of El Salvador. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI. •I. CONCEPT OF OPERATIONS: Fuel operations would primarily consist of Receipt, Storage, and Issue of U.S. Government-owned JP5/F44 at a single location. T ank truck services for the delivery of JP-5 to U.S. Navy, U.S. Coast Guard and other DoD sponsored customers calling Puerto Quetzal, Guatemala; Santo Tomas, Guatemala; Puerto Cortes, Honduras; Acajutlas, El Salvador. •II. AREA OF CONSIDERATION : Pacific Ocean (Western Coast) of the Republic of El Salvador. •III. CAPABILITIES SOUGHT : a. Storage of 12,000 barrels of Aviation Turbine Fuel Grade JP5/F44 b. Minimum amounts of product, 10,000 barrels c. Product must be held at a single location d. Over-the-Pier Transfers e. Receive tankers between 620 and 800 feet f. Vessels can be U.S./Non U.S. flagged g. Can or Cannot support U,S, Navy (military) Vessels h. Berthing and mooring facility shall be capable of handling a minimum 46,000 dead weight ton (DWT) vessels with an overall length of 800 feet, with a minimum draft of 45 foot draft at mean low water from the berthing and mooring facility to the open ocean. The offeror shall provide a detailed description of any port restriction/requirement. i. Facilities shall be capable of receiving U.S. Government Owned product via ocean going tanker or U.S.Navy Vessels on a 24 hours per day, seven day per week basis. j. Pumping rates minimum 8,000 barrels per hour for both receiving and shipping compatible with the mode of transportation tendered. k. The potential procurement shall be in effect for a period of 4 years, starting in FY 2016 and ending in FY 2020 with one (1), five (5)year options. m. This RFI will be a full and open competition. It will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Note: This is not a Request for Proposal (RFP), a promise to issue a RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract. 2.
