- this is the Brand name Justification per FAR Part 13.106 This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-D-180654. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 June 15, 2016. The associated North American Industry Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 people. This Acquisition is being competed as brand name without a aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID), is seeking to purchase Molecular Devices SpectraMax 340PC - 02461 with accessories listed on the attached equipment list. Please see the brand name justification attached. All interested companies shall provide quotation(s) The requested items have a delivery date no later than 30 days after award FOB Point shall be Destination; (Rockville, MD) Place of Performance: Rockville, MD USA Award will be based on the capability of the item offered to meet the above stated salient characteristics and will be quoted Brand name. As well as, past performance, delivery date, price and the best value to the government. Quoters must include the solicitation number, duns number, shipping charges and delivery date on quotes. This is an open-market combined synopsis/solicitation for the Beckman coulter's Avanti Centrifuge and accessories listed on the attached equipment list. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes should include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
