Description
Synopsis: THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The United States Marine Corps Forces Special Operations Command (MARSOC) aboard Camp Lejeune, North Carolina is conducting market research to determine availability of firms that are capable of providing landscaping services. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. 1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure an aesthetic, year round floral array of draught/ weed/insect resistant seasonal annuals/perennials trees and shrubbery is maintained at Headquarters U.S. Marine Corps Forces Special Operations Command (MARSOC). The contractor shall be responsible for planting and maintaining trees, shrubs, and plants and present a clean, neat, and professional appearance throughout a specified area of approximately.09 acres. 1.1. PLANT AND MAINTAIN TREES/SHRUBS/HEDGES: The contractor shall develop and provide a list of plants, shrubs trees and annuals/ perennials commensurate with size and area of the facility to include on-site weeding, maintenance and upkeep of the beds and replacements as needed. Contractor shall be responsible for the application of appropriate chemicals when necessary to successfully maintain the beautification of the specified area. The contractor shall be responsible for replacing any trees or shrubbery that does not survive the initial planting at no additional cost to the Government. Contractor shall be responsible for taking and processing any soil samples. The Contractor shall not be held liable for any trees/shrubs/hedges that die due to acts of god, fires, floods, epidemics, and unusually severe weather. 1.2. SCHEDULED VISITS: The contractor shall make the following minimum scheduled visits throughout the period of performance: 1.2.1. Jan (All Years) - One visit, plant / maintain as needed. 1.2.2. Feb (All Years) - One visit, fertilize, plant, maintain as needed. 1.2.3. Mar-Jun (All Years) - One visit per month, maintenance as needed. 1.2.4. Aug (All Years) - One visit, maintenance as needed. 1.2.5. Oct (All Years) - One visit, maintenance as needed. 1.2.6. Dec (All Years) - One visit, maintenance as needed. 2. The estimated period of performance: Base Year: 16 Aug 2016 - 15 Jul 2017 Option Year One: 16 Aug 2017 - 15 Jul 2018 Option Year Two: 16 Aug 2018 - 15 Jul 2019 Option Year Three: 16 Aug 2019 - 15 Jul 2020 Option Year Four: 16 Aug 2021 - 15 Jul 2021 3. NAICS code for this requirement: 561730, other services related to advertising with a size standard of $7.5 million. FSC Code: S208 Interested firms responding to this synopsis are to include the following information: 1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. 2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. 3. Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to 5 pages. Responses shall be received NLT 5:00 PM Eastern Standard Time (EST) on July 27, 2016. No further questions or responses will be considered after this deadline. Interested vendors are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration.
