Prior Information Notice: Global Learning for Adaptive Management (GLAM) THIS IS A SPECIAL NOTICE ONLY FOR AN EARLY MARKET ENGAGEMENT EVENT ON WEDNESDAY, 27 July 2016 This is a prior information notice (PIN) only. DFID, in partnership with USAID, plans to publish a tender seeking a service provider or group of organisations as part of consortia to carry out the ‘Global Learning for Adaptive Management' programme. The purpose of this Notice is to inform that DFID and USAID will host an Early Market Engagement Event about the planned programme to be held on Wednesday 27 July 2016, 3pm to 5pm BST (10:00am-12:00pm EST) at: •DFID, 22 Whitehall, London, SW1A 2EG •USAID, Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave, NW, Washington DC 20523 Participants will also be able to join by conference call (details will be provided following registration). This event will provide an opportunity for suppliers to discuss and hear more about the planned programme from DFID and USAID. Attendance will be limited to one delegate per supplier. Expressions of interest in attending / dialling in to the event must be submitted via Survey Monkey https://www.surveymonkey.co.uk/r/LVG59M7 by 22nd July 1700hrs. Programme information If donors are to achieve the Sustainable Development Goals it is essential that policies, programmes and interventions become more effective. Adaptive management has gained traction as an approach to improving development interventions by recognising that strategies, project designs and implementation plans may need to be altered as new learning emerges or the development context shifts. The Global Learning for Adaptive Management (GLAM) programme will support adaptive management in DFID and USAID programmes. It will also establish a centre for learning about adaptive management. Programme duration will be up to 4.5 years, with a budget of up to £5 million. The main programme activities are likely to be: •Supporting the design and use of monitoring, evaluation and learning (MEL) systems for adaptive management •Increasing donor and partner (both international and local) capacities to use MEL systems and implement adaptive management practices •Building consensus, encouraging coordination and establishing standards for MEL practices in adaptive programmes •Evaluating and learning about adaptive management. Expected outcomes include greater use of robust evidence and MEL systems for adaptive management within global development communities, and greater supply, demand and quality of MEL services available for adaptive development programmes.
