- J.3 Pricing Worksheet RFP Statement of Work The Library of Congress FEDLINK program has issued a request for proposal on July 13, 2016 to procure digitization services on behalf of the Library of Congress Library Services. Scope. The Library has selected microfilm collections of newspapers for digitization according to NDNP guidelines. The Library will provide duplicate master negative microfilm reels to the Contractor. • Estimate of between 150,000 and 175,000 pages • Content will be primarily in English The Contractor shall digitize newspapers from duplicate master negative microfilm according to NDNP specifications and provide technical metadata of quality characteristics of the film (METS XML). The Library will provide the duplicate master negative reels. NDNP Specifications. Detailed technical specifications for each task are contained in the document "The National Digital Newspaper Program (NDNP) Technical Guidelines for Applicants", which can be found here: NDNP 2016 technical specifications - http://www.loc.gov/ndnp/guidelines/NDNP_201618TechNotes.pdf. The aforementioned NDNP Technical Guidelines document is incorporated into this statement of work in its entirety by this reference (Contractor will be notified when specifications are updated). The Contractor shall also consult and use the Digital Asset Metadata Elements - Dictionary included in Appendix A; the File Format Profiles in Appendix B; the XML Metadata Templates in Appendix C; and the Batch, File and Directory Structure in Appendix D of the NDNP 2016 technical specifications. Conversion Requirements. The Contractor shall perform the following: • Provide technical metadata of quality characteristics for each film reel in METS XML format; • Provide metadata for each newspaper issue in METS XML format; • Provide image files and derivatives for each newspaper page in the following formats: TIFF, JPEG2000, PDF, and OCR output in ALTO XML with associated metadata. By default, imaging and metadata specifications will follow the NDNP 2016 technical specifications (linked above) unless specified by the Library at the outset of a project. 300-400 dpi greyscale scanning (8-bit TIFF) is the default. OCR output for non-English content will require use of up-to-date character recognition software, language-specific dictionaries and thesauri, and language identification by textblock; • Validate all digital products using the Library-provided Digital Viewer and Validator (DVV) Toolkit, available for download at http://www.loc.gov/ndnp/tools. Contractor will be notified of software updates. (All data written to transfer media must be valid and/or validation must be verified, using the DVV). For any color content, a DVV required DVV exemption set file (and instructions for use) will be supplied by the LOC. Digital conversion will take place at Contractor facilities. Deadline for questions is COB Friday, August 12, 2016 FEDLINK services are used by federal libraries and information centers worldwide.
