- This work is a short-term, low-cost activity that benefits the federal government, specifically SAMHSA, and its portfolio of 170 SAMHSA-funded treatment drug court grantees. It also furthers the work of the Administration, ONDCP, and the bi-partisan interest of Congress which espouse the promulgation of treatment drug courts and more recently Veterans Treatment Courts. Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Association of Drug Court Professionals (NADCP); National Drug Court Institute (NDCI) 1029 North Royal Street Suite 201 Alexandria, VA 22314 The Substance Abuse and Mental Health Services Administration (SAMHSA) within the U.S. Department of Health and Human Services and the Bureau of Justice Assistance (BJA) in the Office of Justice Programs within the U.S. Department of Justice are the only federal agencies which fund grant programs specifically to problem-solving courts such as treatment drug courts. SAMHSA provides funding to expand and enhance substance abuse treatment services to individuals in treatment drug courts while BJA provides funding to support the operations and maintenance of treatment drug courts. Over the past decade SAMHSA and BJA have established a formal federal partnership that eliminates duplication of federal efforts while utilizing the separate funding streams of the agencies. This partnership promulgates the expansion of treatment drug courts and substance abuse treatment as these are critical elements of the National Drug Control Strategy developed by the White House Office of National Drug Control Policy (ONDCP). GAO and OMB have lauded SAMHSA and BJA for their partnership in this area. In the past few years Veterans Treatment Courts are the fastest growing type of problem-solving court as the nation turns its focus on assisting U.S. military personnel, veterans, and their families; special emphasis is being placed on providing services to military personnel and veterans who have engaged in U.S. combat activities over the past decade of involvement in Iraq and Afghanistan. SAMHSA and BJA have engaged in a number of activities that support the promulgation of Veterans Treatment Courts, including providing technical assistance through short-term purchase orders to allow other Veterans Treatment Courts and/or treatment drug courts to learn more about how to establish or improve Veterans Treatment Courts. The method chosen for this technical assistance has been a series of purchase orders that allow jurisdictions to visit selected Veterans Treatment Mentor Courts or for these mentor courts to visit interested jurisdictions. The procurement and acquisition method chosen to deliver this technical assistance has been a series of purchase orders. The scope of work and estimated costs of delivering contract services is small enough that it is in the best interests of the government to utilize purchase orders since they are a federal contracting mechanism designed for an expedited approval process at a low cost not to exceed $150,000. The normal federal contract process lasts approximately 6-8 months and for the small amount of funding provided (in this case, not to exceed $100,000) this is not cost effective or efficacious in terms of staff time and costs expended. SAMHSA has awarded previous purchase orders to NADCP for the continuation of this needed work for the government. PSC has approved each of these purchase orders over the past decade. This work is a short-term, low-cost activity that benefits the federal government, specifically SAMHSA, and its portfolio of 170 SAMHSA-funded treatment drug court grantees. It also furthers the work of the Administration, ONDCP, and the bi-partisan interest of Congress which espouse the promulgation of treatment drug courts and more recently Veterans Treatment Courts. This purchase order is designed so that SAMHSA can utilize the technical assistance expertise of the National Association of Drug Court Professionals (NADCP) organization in working with a number of Veterans' Treatment Mentor Courts. Utilizing the unique capabilities and constituency organization of NADCP these Veterans Treatment Mentor Courts will provide direct technical assistance to SAMHSA staff, SAMHSA funded treatment drug court grantees, BJA funded treatment drug court grantees, and in general publicly funded treatment drug court grantees. Since its inception, the NADCP National Drug Court Institute (NDCI) has highlighted treatment drug court programs which exhibit exemplary practice to serve as educational and training sites for the drug court and broader justice field and public through the Mentor Court Network. Continuing in this tradition, National Veterans' Treatment Mentor Courts (VTMC) serve as model court programs for individuals and court teams interested in seeing a well-functioning Veterans' Treatment Court (VTC) in action. Observing a VTC in action is critical to the learning curve of someone who is new to the model. In addition, the National VTC Mentor Court Network serves as a national "evaluation platform" for outcome studies on the model as well as for the development, identification, and testing of Veterans Treatment Court best practices. In 2009, SAMHSA provided funding through a purchase order to enlist the first cohort of VTC mentor court sites, which included Buffalo, New York; Tulsa, Oklahoma; Orange County, California; and Santa Clara County, California. They served a three year term that ended on December 2012. In 2012, SAMHSA provided funding through a purchase order for a second cohort allowing for a new application process that identified four more courts, which will also serve a three year term from July, 2013 until December, 2016. The new Veterans' Treatment Mentor Court sites were Buffalo, NY; Rochester, NY; Orange County, CA; and Tulsa, OK. These VTMCs will be the sites visited for this purchase order through December 2016. NACDP/NDCI will identify four new Veterans' Treatment Mentor Court sites through an application process by December 2016. The identified sites will serve a three year term from January 2017 through December 2019. These VTMCs will serve as the mentor courts and the programs will be required to maintain operations at an exemplary level. NADCP will assist in this process through the provision of technical assistance, training, and periodic site visits to the program as necessary. VTMC programs will also take part in research projects that seek to identify and develop improved program practices, which can then be disseminated to the field, which directly benefits SAMHSA. The NADCP research projects are not funded by this purchase order as they are not part of the scope of work. This requirement order continues SAMHSA program goal of providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness. SAMHSA criminal justice drug court grants will receive priority in receiving onsite training and technical assistance. This requirement order allows provision of technical assistance, which includes on-site visits to VTMCs with experts in the field, for court teams interested in learning about how to implement a Veterans' Treatment Court within their jurisdiction. This allows drug court teams interested in implementing VTCs the opportunity to visit an operational VTMC. This directly links to SAMHSA's Strategic Initiative on Trauma and Justice of reducing the pervasive, harmful, and costly health impact of violence and trauma by integrating trauma-informed approaches throughout health, behavioral health, and related systems and addressing the behavioral health needs of people involved in or at risk of involvement in the criminal and juvenile justice systems. This services contract will provide training and information (Subtask 2.3) to current and potential treatment drug courts focusing on the veteran population in order to improve their clinical interventions and to improve their overall effectiveness. The tasks in this requirement order will allow SAMHSA/CSAT to use its expertise in criminal justice (specifically drug courts) and substance abuse treatment linkages to provide more knowledge to the field. Specifically, how to identify and serve military/veterans and deal with the multi-faceted issues that this group is facing upon returning to the U.S. from overseas assignments, often involving combat/war assignments. In the past few years, the interest in and funding of Veterans Courts has increased significantly. Under statute, HHS is required to publish a list of measures under consideration for rulemaking by December 1 of each year, and the Measure Application Partnership (MAP) then provides input to HHS on those measures by February 1 of the following year. This is not a solicitation for competitive proposal. No solicitation document is available.
