- Limited Source Justification (LSJ) The Great Plains IHS is planning a sole source award with Philips Healthcare to provide Vital Signs Monitors and to replace obsolete vital signs monitors that will meet current standards of care and interface with electronic health records in support of "meaningful use" and to assist in preventing documentation errors. The proposed contractors medical devices and medical devices systems meet the specific monitoring requirements of Lower Brule Health Care Center in Lower Brule, SD as well as meeting network security requirments of the IHS as determined over an extensive pre-procument market research. Since GSA has already determined the prices of the supplies and service under FSS contracts, include rates for services offered at fixed hourly rates to be fair and resonable.
