- U.S. Fish and Wildlife Service, Portland, OR has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This posting will be referred to under Request for Quotation (RFQ) Number F16PS00860. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-88, effective 15 June 2016. The North American Industrial Classification System (NAICS) number is 541690, Other Scientific and Technical Consulting Services and the business size standard is $15 million. This requirement is set-aside for small business. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Award will be made to the offerer that provides the government with the best value. The US Fish and Wildlife Service has a requirement for a flexible cross-program evaluation strategy; one that is inclusive of each program that is currently funded, or will be funded in the future under the Project. Requirement will include one base year and 2 option years. See Attachment #1 ¿ Statement of Work. Box 2358 Chula Vista, CA 91910 Interested contractors must have the following skills and demonstrated experience: 1) Ph.D in Education with a particular focus on program e valuation and instructional design; 2) demonstrated experience in developing and applying cross-program evaluation tools at the corporate level, educational institutions, and environmental organizations, 3) in-depth knowledge and experience with the USFWS Urban Wildlife Conservation Program and related Standards of Excellence, 4) publications in refereed journals on topics related to evaluation of STEM content, informal learning, experiential learning, environmental education, and comparative multi-project and multi-organization evaluation, and 5) an understanding of the different communities and their characteristics throughout San Diego, Los Angeles, and Ventura counties. This is a best value requirement. Interested contractors shall provide no more than 5 pages of past performance that document successful completion of similar projects. Award will be made to the contractor that provides the government with the best overall value when comparing price and past performance. Please submit your quote on company letterhead with all pertinent point of contact information including SAM Cage Code, DUNS No., and business size/type. In addition, your quote should provide unit price and total price. No formal format is required as this is a combined synopsis/request for quote solicitation. Offers received after this date and time will be considered non responsive in accordance with 52.212-1(f) and will not be evaluated.
