- Single Source Justification NOTICE OF INTENT TO SOLICITE FROM A SINGLE SOURCE The Western Area Power Administration (WAPA) intends to negotiate with DawnWolf Technologies Inc., under the authority of FAR Subpart 13.106-1(b)(1)(i), soliciting from a single source, to purchase a custom software modification to the current 135 Air Carrier Managements digital log book. The NAICS Code is 511210 - Software Publishers with a Size Standard of $38.5 million. DawnWolf Technologies Inc. is the only known authorized vendor that can provide a custom software modification to the current 135 Air Carrier Managements digital log book. Interested parties that believe they could satisfy the requirements listed above for WAPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a request for competitive quotations/proposals or bids. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. If competitive procedures are not used it is estimated that an award will be issued by July 25, 2016. Any questions regarding this notice must be submitted in writing via email to Miguel Vasquez at Vasquez@wapa.gov. All responses to this notice of intent must be submitted so that they are received at Vasquez@wapa.gov no later than July 21, 2016, 2016 at 11:00 am MST.
