- N65236-15-Q-1259 Space and Naval Warfare Systems Center, Atlantic (SSC Atlantic) requests competitive small business quotes for the following BRAND NAME ONLY requirements. The part and manufacturer listed are the program approved software to support the Naval Tactical Command Support System (NTCSS). This software is required to support NTCSS installations. Based on Configuration Management (CM) requirements, applicable shipboard documentation/testing, and ILS support no substitute software can be used. Equipment and software requirements are defined during the initial phase of application development and any subsequent change of either equipment and/or components will have an adverse effect on the successful implementation of the NTCSS application suite. A change from the approved baseline would cause re-design work with regard to the software application, installation documentation, test and evaluation results, and ILS supportability documentation,- at a minimum. The extra manpower costs and time to perform such additional work could cost in excess of $100,000.00 and take anywhere from 6 to 8 months to complete. This would have a catastrophic effect on installation and design schedules. It would also affect the consistency of installed NTCSS Configuration baselines in the fleet. This, in-turn, would make it much more difficult to manage, track, and troubleshoot the NTCSS System within the fleet.
