Sources Sought Notice The National Aeronautics and Space Administration (NASA) Shared Services Center (NSSC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for contract subscription services. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. A Sources Sought Notice is being posted to both GSA eBuy and FedBizOps. If you have an existing GSA schedule contract, please respond to announcement by referencing RFQ 1111851 via eBuy. The requirements are to provide electronic and/or paper Subscription Services and tracking analytics in support of NASA's center libraries. See attached list of publishers for a non-inclusive publishers subscriptions sought. Below are the services NASA is interested in: • Subscription services for scientific journals, letters, conference proceedings, and magazines • An online catalog where NASA centers can see the subscriptions available and choose the pricing and number of years of back issues required for the center • The ability to purchase new subscriptions and renew existing subscriptions • The ability to purchase access to back issues and retain access to back issues NASA currently has • The ability to purchase using Government Purchase Card (P-Card) or purchase order • Licensing to include the ability for interlibrary loans • Subscription transferability - ability to move the subscription from one NASA center to another if it is no longer needed during the subscribed period at the NASA center that purchased the subscription, but is needed at another NASA center • Pricing options offered o Bundled pricing o Tiered pricing o Tokens (information on the life cycle of purchased tokens) o The ability to purchase tokens that can be issued to individual NASA centers as needed or the ability to transfer tokens among NASA centers o Single issue purchases availability • Analytics showing which NASA center is accessing which journals and the number of downloads for each center for each journal during the subscription year The North American Industry Classification System (NAICS) code for this procurement is 424920, Book, Periodical, and newspaper merchant wholesalers with a size standard of 200 employees. No solicitation exists; therefore, do not request a copy of the solicitation. Interested offerors/vendors should submit a list of Publishers and include a list of the Products (Journal, Conference Proceedings, Letters, Magazine, etc.) for each publisher that you can provide subscriptions for. The Product List should include Publisher Name, Product Title (i.e., Journal Name, Conference Proceedings, Nano Letters, Online Books, Reviews) ISSN Number, Subscription Format (electronic, print or both), Subscription List Price, and Discount Price(s) if available. In addition, please complete information requested on the attached spreadsheet (only those that you can offer products from) and provide a capability statement address the items on the Vendor Questionnaire. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). This requirement is a commercial item as defined in FAR 2.101. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Questions must be submitted before 11:00 am, Eastern, July 27, 2016. All questions should be submitted in writing to Marta Lyle at Marta.L.Lyle@nasa.gov. Questions received in any other format shall not warrant a response. Answers will be posted as an attachment to the notice. All responses shall be submitted to Marta.L.Lyle@nasa.gov no later than 11:00 am, Eastern, August 15, 2016.
