Senior Regional Criminal Justice Program Coordinator Dakar, Senegal Issuance Date: 07/13/2016 Closing Date: 08/10/2016 SOLICITATION NUMBER: PSC-16-041-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the U.S. Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through effective foreign assistance and global cooperation. INL's Office of Africa and the Middle East Programs (INL/AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both Africa and the Middle East. INL works to improve the effectiveness, responsiveness, and accountability of criminal justice sector institutions (police, justice sector actors, and corrections). These efforts are designed to improve stability, human rights, good governance, and provide a long term solution to terrorism in close partnership and cooperation with host government and civil society actors. In Senegal, INL supports two regional initiatives. West Africa Regional Security Initiative (WARSI) includes the 15 Member States of the Economic Community of West African States and supports security sector reform that makes West Africa an inhospitable environment for transnational organized crime. The Trans-Sahara Counterterrorism Partnership (TSCTP) seeks to enhance the criminal justice sectors of Sahel and Maghreb countries, including Senegal, Mali, Mauritania, Burkina Faso, Niger, Nigeria, Chad, Cameroon, Morocco, Algeria, and Tunisia. INL's Office of Criminal Justice Assistance and Partnership (CAP) assists police contributing countries (PCCs) to improve the quality and timeliness of police deployed to UN missions through training, capacity building, and equipment assistance to PCCs through International Police Peacekeeping Operations Support (IPPOS), and the African Peacekeeping Rapid Response Partnership (APRRP) programs. The incumbent will serve as a Senior Regional Criminal Justice Program Coordinator (CJPCC) at the U.S. Embassy Dakar. He/she will have a regional role and assist INL with oversight and management of foreign assistance programs in, Senegal, Guinea-Bissau, regional programs, and potentially other countries in the sub region. The incumbent will provide guidance to a locally employed staff member housed at the Embassy. The CJPCC will be responsible for: • Developing and managing new and ongoing WARSI and TSCTP programs related to corrections programming in Senegal, law-enforcement assistance in Senegal, rule of law programming in Guinea-Bissau, and potentially other countries in order to further policy set by INL/Washington and by the respective embassies; • Advising U.S. Embassy Dakar, other embassies (as appropriate), and INL on criminal justice sector developments in the region including briefing U.S. Embassy and other U.S. government officials on programming and policy. • Providing regular reporting via both informal means and front channel cables related to corrections, law enforcement, and the rule of law. • Liaising with U.S. embassy colleagues, program implementers, other donors and host government officials with regard to civilian security programs; • Monitoring programs against desired outcomes and ensuring INL programs are in line with U.S. objectives and policies; and • Providing internal control and accountability for the delivery of equipment, training, and other assistance through WARSI, TSCTP, IPPOS, and APRRP. The incumbent will reside in Dakar, Senegal and regularly travel and work in the region, including potentially Guinea-Bissau, Cabo Verde, Mauritania, Mali, and Burkina Faso. DUTIES AND RESPONSIBILITIES Substantive 1. Develop and manage INL WARSI, TSCTP, and IPPOS programs in line with INL and post priorities. This involves coordinating with Bureaus within State (Counterterrorism, African Affairs, and others); the interagency (Departments of Defense, Justice, Homeland Security, and others); and international partners. 2. Advise U.S. embassies, INL/AME, and INL/CAP on local and regional developments in the criminal justice sector in subject areas including, but not limited to, anticorruption, law enforcement, justice sector, rule of law, corrections. Identify potential areas of development for future programs that will fulfill INL's goals and objectives. Ensure that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities of criminal justice sector institutions. Evaluate progress and recommend program improvements. 3. Engage with host government officials to help them determine how best to develop criminal justice institutions that contribute to a more just society. Generate support for and actively advance U.S. policy objectives with key stakeholders, including host government officials, civil society, the media, and other influential leaders in the private sector. 4. Maintain necessary professional relationships with implementers, host government agencies, international organizations and commissions, civil society actors, and other important partners in the fight against transnational crime, including drug trafficking. Act as liaison between these entities and other components of the U.S. Mission(s). 5. Liaise with and assist implementers, as well as potential implementers, to develop results-oriented proposals to advance TSCTP while ensuring that no commitments of U.S. government funds are made prior to the proposal evaluation process. 6. Assist in preparing and ensuring quality of regular reporting, reporting including annual budget request, INL reporting requirements for INL (e.g., the INCSR, the End-Use Monitoring Report, etc.), monthly INL status reports, program documentation and procurement requirements. 7. Brief Department, Congressional, and other international dignitaries orally and in writing on INL programs in host countries. Prepare documents for presentation to the U.S. Congress, or audit entities. Develop appropriate itineraries and accommodations for official travelers. Managerial 1. Provide guidance to locally employed staff member. 2. Establish and maintain appropriate internal management control systems. Ensure that INL programs are not subject to waste, fraud, or mismanagement. Help manage and monitor the use of all U.S.-provided commodities. 3. Provide analysis and guidance in project budget preparation as well as program planning. 4. Conduct or commission field surveys, evaluations, and special studies, as directed. 5. Maintain security awareness and properly handle classified items and information. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The incumbent will report to the Political Section Chief in coordination with the INL/AME Senegal program officer in Washington, DC and INL/CAP's point of contact. He/she will advise them and their respective leadership on criminal justice sector issues including both diplomatic and programming engagements to meet U.S. policy objectives. He/she will be a member of Country Team. He/she will coordinate with other components of Embassy Dakar, including RSO, DEA, FBI, OSC, USAID, and others. The CJPCC will also liaise with actors working to strengthen criminal justice institutions including U.S. government officials such as Resident Legal Advisor and the Antiterrorism Assistance Program's Regional Resident Program Manager, host government contacts, civil society organizations, academic institutions, other donors and international organizations. The incumbent will exercise a significant degree of judgment and independent action in developing and coordinating criminal justice sector programs. This includes law enforcement, corrections, and rule of law programs. The CJPCC will consult with INL/AME and INL/CAP on how to design, monitor, and manage programs and jointly analyze INL WARSI, TSCTP, and IPPOS programs, including opportunities for adapting existing or developing new programs. The incumbent will also coordinate with implementers in the region, including those funded by INL and others, to deconflict training curricula, avoid duplicative effort, and identify opportunities for joint programming. The incumbent will also support and develop regional INL programs to enhance linkages among different countries in the region, including help the countries in the region learn from and with each other. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter-narcotics programs in Dakar, Senegal, which is of significant interest to the public and to Congress. MINIMUM REQUIREMENTS 1. U.S. citizenship, able to obtain and maintain DOS Secret security clearance and required medical clearances. 2. Three years demonstrated experience working with the U.S. government, an international organization, or large international non-government organization in a policy/operational role involving criminal justice sector issues.. 3. Five years demonstrated experience in program design, program management, and coordination on international development programs. Two years of which should relate to governance or criminal justice issues (e.g. access to justice, judicial reform, law enforcement, corrections). Such experience should involve planning, strategizing, implementing, reporting, monitoring and evaluating, and familiarity with basic requirements for contract management and procurement. 4. Three years demonstrated professional experience in a developing country, preferably in West Africa. 5. Graduate degree from an accredited institution (preferably in the areas of law, business management, international development, international affairs, political science, public administration, or a related field) or equivalent in on-the-job experience. 6. Demonstrated experience in drafting complex, analytical briefing papers, memoranda, letters, and reports for senior-level officials or equivalent. 7. Superior negotiation, interpersonal and managerial skills. 8. Excellent oral and written English communication skills. 9. Oral and written French proficiency at a professional working level 10. Working-level proficiency in Microsoft Office Suite. PREFERRED KNOWLEDGE AND SKILLS 1. Substantive knowledge of and experience within African of rule of law or law enforcement programs. Experience in civil code systems is highly valued. 2. Previous experience managing U.S. government assistance programs. 3. Professional law enforcement or judicial experience 4. Previous experience in West Africa. 5. Portuguese language proficiency EVALUATION FACTORS Factor 1 - Program Management (30 points) Demonstrated experience in program management, especially in international governance, rule of law, and/or criminal justice sector programs to include experience involving analytical, planning, management, advisory, operational, or evaluative duties, as well as multi-donor and interagency coordination. Factor 2 - Interpersonal Relations (20 points) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance or settle highly significant or controversial issues; to include experience coordinating and/or integrating the work of participating groups with conflicting or undefined priorities, requiring accomplishment of major compromises in the project goals, techniques, and methodologies prior to substantial progress. Factor 3 - International Experience (20 points) Demonstrated experience managing programs in foreign, post-conflict environments; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, interact successfully across cultures, and show good judgment in challenging security situations. Factor 4 - Written Communication (15 points) Demonstrated independent experience in preparing and writing reports, audits, memoranda, etc., in English and French, in a subject area related to the duties of the position; to include reports and decision papers requiring independent analysis and having a significant impact in the program area on an international level. Factor 5 - Past Performance (15 points) Evaluation of applicant's ability to perform under the same or similar contracts. (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
