- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This is not a formal Solicitation and no contract will result from this notice, nor does it commit the U.S. Army Corps of Engineers, Omaha District, to any acquisition for these services. This announcement closes at 2:00 p.m. Central Time on 27 July 2016. The U.S. Army Corps of Engineers, Omaha District, is seeking industry input to determine if there are adequate Women Owned Small Business (WOSB) concerns capable of performing the required services. The applicable North American Industry Classification System (NAICS) for this requirement is 541620, Environmental Consulting Services, with a corresponding size standard of $15M and 562910, Environmental Remediation Services, with a corresponding size standard of 750 employees. Interested parties must be registered under NAICS 541620 and 562910 in SAM (System for Award Management) at https://www.sam.gov. The contractor shall be capable of providing the following services: (1) Sediment Profile Imaging (SPI), remote sensing, and drone (aquatic and aerial) data acquisition technologies to collectively characterize subsurface, nearshore, and coastal environments, (2) High-level data evaluation using a combination of forensic chemistry, chemometric analysis, benthic habitat through SPI, bathymetric, remote sensing, and geostatistic methodologies to characterize, assess, and monitor sites of interest, (3) Sample and analyze merging contaminants, (4) Data visualization using an assimilation of all available data to provide customized open-source or PC based visualization platforms, (5) Use of open source web mapping and interfacing applications, (6) Customization of cross platform products without limiting to proprietary enterprise solutions through products such as ArcGIS, Quantum GIS, CTech, or Rockworks outputs as stand-alone or integrated into an Interactive PDF, Unity, or Microsoft Movie platforms, (7) Use of platforms supported by PostgreSQL/PostGIS or Access databases, (8) Develop dynamic Conceptual Site Models for high resolution site characterization, and (9) Facilitation of meetings for multi-discipline teams to evaluate data and develop consensus decisions. If a solicitation were to go forward following this announcement, the Corps anticipates award of an Indefinite Delivery/Indefinite Quantity, Single Award Task Order Contract (SATOC) for up to 5 years.
