Attachment 2 - SOFIA Engine Repair SOW Attachment 1 - Quality Documents_Q-1A NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order under the authority FAR 13.106-1(b)(1)(i) "Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available" for the SOFIA program for aircraft number N747NA who are needing a repair for a quantity of one Pratt and Whitney Engine P/N: JT9D-7J, S/N: 695768 with a Q-1A quality requirement (see attachment 1) from a FAA Certified Repair Facility due to Turbine Exhaust Case crack measuring 3.5" forward of the R-flange and 2.2" aft of the R-flange. The crack extends through the flange, through the fillet radius, and along the case. Additional borescope inspection inside the inspection plug show the crack through the case wall. The contractor shall per form the following: • Provide a new exhaust case • Provide disassembly, assembly and labor required to replace the exhaust case • Perform a pre-induction test run per Pratt & Whitney JT9D, Engine General, Acceptance Test • Perform engine Borescope inspection IAW Boeing AMM 747 72-00-00/601 • Perform Water Wash In Accordance With (IAW) P&W EM 72-00-00 Engine General Cleaning-02 (Engine Gas path Cleaning) • Perform AD 2009-04-18 Inspection Vane and Rotor Contact • Perform "C" check inspection IAW Boeing AMM 747-72-31-00/601 through 72-31-07/601 • Perform engine TEST # 20 IAW Pratt and Whitney Engine Manual • Review and update all engine documentation based on provided repairs by this SOW and submit to NASA • Update all Time Since New (TSN), Cycles Since New (CSN), Time Since Repair (TSR) records and submit to NASA • Provide current status of QEC and accessories, include inventory and records and submit to NASA • Review of repair records • Review last Test Cell report • Review Engine Condition Monitoring (ECM) Report • Review aircraft and maintenance logs for reported discrepancies and repetitive inspection defects o Prepare engine for shipment Please see Attachment 2: Statement of Work (SOW) for the full scope of performance, deliverables and requirements needed; Israel Aerospace Industries LTD - Bedek Aviation Group, Ben Gurion Airport Port, LOD Airport, Israel, 000070100. Justification is based upon the following facts: 1. Israel Aerospace Industries LTD - Bedek Aviation Group owns the exclusive proprietary new exhaust case. 2. There are no other Certified Repair Facilities available that have a new exhaust case as the Israel Aerospace Industries LTD - Bedek Aviation Group. In addition, time constraints and extensive costs for the replacement of this hardware and testing would jeopardize mission schedules. These reasons justify procuring the required services exclusively from Israel Aerospace Industries LTD - Bedek Aviation Group. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PT on July 20, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
