- N00253-16-T-0322 RADAR SIGNAL SIMULATOR SOLICITATION Naval Undersea Warfare Center (NUWC), Division Keyport, has a requirement for a Radar Signal Simulator in support of NUWC Keyport Pacific Detachment, Code 244 submarine and ship testing at the Fleet Test and Evaluation Center (FTEC) Hawaii. The simulator shall be manufactured and delivered in accordance with the specifications and requirements identified in the solicitation. The requirement is for a quantity of one (1) Radar Signal Simulator. This requirement is issued in accordance with FAR parts 12 and 13.5, and is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation issued as a request for quotation (RFQ) is N00253-16-T-0322 and is attached to this announcement. It is anticipated that the resultant contract will be a firm-fixed price (FFP) supply type contract. The applicable NAICS code for the requirement is 334511, with a small business size standard of 1,250 employees. The procurement will be solicited as full and open, unrestricted. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-A7. Offerors wishing to submit a proposal are responsible for downloading their own copy of the solicitation from www.fbo.gov and to frequently monitor the site for any amendments to the solicitation. A bidders list will not be maintained by this office, no telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of quotes may render vendor's offer non-responsive and result in rejection. Any questions must be submitted in writing via e-mail to Ms. Lara A. Staley at lara.staley@navy.mil. Offerors must have current registration and completed representations and certifications in the System for Award Management (SAM), a federal government website that has consolidated the capabilities in CCR/FedReg, ORCA, and EPLS.
