- This is a synopsis/pre-solicitation notice for non-commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Firm Fixed Price purchase order using Simplified Acquisition Procedures to JonRie Intertech International, 982 Whispering Oak Circle, Manahawkin NJ 08052, for Engineering and Technical Support Services conducting operational tests and inspections to ensure proper repairs and adjustments on the Anchor Windlass installed aboard the USNS Salvor. The Government intends to make an award in FY2016. The purpose of this effort is to provide overhaul of both port and starboard anchor windlasses. Overhaul will include two (2) new hydraulic pumps and 4 new hydraulic motors. All testing will be accomplished with local NAVSEA representative present. Installation of the two (2) new pumps will incorporate the stroke control upgrade in accordance with drawing JRMSC-007. The period of performance for this effort is the date of contract award through September 30, 2016. The NAICS Code for this procurement is 541330 with a size standard of $38.5M. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
