- Amendment 0003 Amendment 0003 is incorporated into solicitation SP3300-16-B-0011. Amendment 0003 is being issued to answer two vendor questions that were asked prior to issuing amendment 0002, but required more time to respond. It is also being issued to clarify the energy efficiency requirement for the 5 new air cooled heat pumps for the administration annex. They are required in the cooling mode to have a minimum SEER of 14.0. They are required in the heating mode to have a minimum efficiency of 8.0 HPSF (Heating Seasonal Performance Factor). These requirements override any minimum requirement established in the drawings.
