Description
Notice of Intent to Award a Sole Source Contract to the U.S. Civilian Research And Development Foundation, doing business as CRDF Global, to implement science engagements in Uzbekistan to promote biological safety and security of especially dangerous pathogens (EDPs). The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to CRDF Global, a US non-profit organization, to engage Uzbek scientists in threat reduction programs to secure EDP research. These engagement programs will reduce the threat of WMDs by promoting international best practices in the field of infectious disease surveillance, diagnostics and research, promoting international collaboration, and enhancing the technical capacity of Uzbek scientists. DTRA is transitioning to a post-construction phase in Uzbekistan, in which future cooperation with the Government of Uzbekistan (GoUZ) will focus on three main areas: scientific engagement activities; biorisk management (BRM) training; and disease surveillance. Cooperative activities in these areas require the approval of the Committee for Cooperation in Science and Technology Development (CCSTD). This is a significant limitation on DTRA's pool of implementing organizations in Uzbekistan. Thus, in order to successfully meet the requirements for the post-construction phase, it is critical to find an implementer that is not only technically capable, but that is also acceptable to the GoUZ, and CCSTD in particular. CRDF Global has the Memorandum of Understanding (MOU) in place with CCSTD and has been working in Uzbekistan since 2002, removing major obstacles to the implementation of tasks under this requirement. CRDF is currently executing similar science engagement efforts on behalf of the United States Department of Agriculture (USDA) in Uzbekistan. Their acceptance by the GoUZ and experience both with Uzbekistan and CBEP substantially reduces schedule and cost risks to execute the effort. The period of performance contemplated for this effort is 36 months. DTRA anticipates the total price for this effort will not exceed $3.8M. This requirement will result in a Firm-Fixed Price contract. The North American Industry Classification System (NAICS) is 541690. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have five (5) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after five (5) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All inquiries must be submitted in writing to the address stated herein and to the attention of Mr. V., Contracting Officer. Response to this notice must be received by 4:00PM EST July 18, 2016.
