- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Department of Energy, Western Area Power Administration (WAPA), Desert Southwest (DSW) Region, intends to award a sole source contract under the authority of FAR 13.106-1(b)(1), to ITRON Inc. in order to provide support for WAPA's requirement of maintenance of MV-90 XI software. 1.Identification of the agency and the contracting office. Western Area Power Administration (WAPA) Desert Southwest Region, G6300 615 S. 43rd Ave. Phoenix, AZ 85009 2.Description of supply or service required to meet the agency's needs. Software product license and maintenance support contract for the following Itron software products: MV-90xi TCP-IP Network, MVWEB V5.5 Base, MV-90xi Network 500 Meter, MV-90xi Base Network, and MV-90xi Network Script Dialer. This is a sole-source, fixed-price contract. 3.The rationale or circumstances for limiting competition. Itron owns all the proprietary software source code for the Itron meter data management systems employed at WAPA. Itron is the only vendor worldwide that can provide Western Area Power Administration with software version updates, upgrades, support services, and other support for the Itron MV-90xi and MVWEB software tools currently installed at WAPA.
