- United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Region 5 Telecommunications Business Office VA118-16-N-1372 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to modify an existing to contract to maintain coverage for Local Exchange Carrier (LEC) services on the VA Region 5 Telecommunications Business Office (R5 TBO) Claro PR. TAC intends to award a sole source, firm-fixed price modification to Claro PR, 11895 SAN JUAN, PR 00922-1895, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The period of performance is 12-months. The proposed modification is for the continuation of telecommunications voice and data services: POTS/Business lines, PRI, DID, Centrex, DSL, and features of Caller ID, Call Forward, Call Waiting, Hunting/rollover, Voice mail, and Call Blocking, currently being provided at the VA San Juan Regional Office 50 Road 165, Guaynabo, Puerto Rico 00968. Coverage and services shall be in place on October 1, 2015 with no interruptions to the circuits or services. See specific tasks and deliverables in the attached draft Product Description (PD) and Service Delivery Point Spreadsheet. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If capable, please submit a Capabilities Statement, limited to five (3) pages for your company. If your company can provide the all or any of the requested services, please give an estimated transition time. Please note VA118-16-N-1372 in the subject line of your response. Submittal Instructions: Responses are requested no later than 3:00 PM EST, Friday, July 15, 2016 via email to Michael Frank, Contract Specialist at michael.frank@va.gov. PRODUCT DESCRIPTION 1.REQUIREMENTS: This is an acquisition for Local Exchange Carrier (LEC) services for the Department of Veterans Affairs Regional Offices and satellite sites for a period not to exceed one year. LEC Services include providing local dial tone service, including trunking services on Primary Rate ISDN (PRI) lines, industry standard T-1, analog trunks (direct business lines) for off-premise phones (OPX), and Direct Inward Dial (DID) services, equivalent to those currently utilized through the existing Local Exchange Carrier, with the addition of Caller ID. Existing main and DID numbers are to remain the same. Future DID: By submitting an offer, the offeror agrees that it has the capability to reserve a block of consecutively-numbered DID or reserve and maintain existing blocks already under reservation with the current LEC Claro PR If current blocks of DID numbers are not available to the offeror, the offeror will be responsible for providing a list of available ranges to the VA for approval. The table below documents the Claro PR LEC requirements for this consolidated contract. The table includes locations, current account number, contract service start date, and contract service duration.
