- Acumentrics Single Source Justification NOTICE OF CONTRACT ACTION (NOCA) FOR ACUMENTRICS TO PROVIDE UN-INTERRUPTED POWER SUPPLY (UPS) AND FREQUENCY INVERTERS The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for purchase of UN-INTERRUPTED POWER SUPPLY (UPS) AND FREQUENCY INVERTERS to ACUMENTRICS, under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(b) (2). This authority is supported by an approved Single Source Justification. It is the Government's intent to proceed with this sole-source action. Anticipated award date is 23 May 2016. This requirement is for: •· ACG1625R281.2KNLiC1 1625VA UPS, AC In, DC out 28VDC 1200W, 2U Chassis, full Li-Iron Phosphate battery pack, SNMP, EPO Switch - 3 EA •· ACG1625RPNLiC1 1625VA, AC IN/AC OUT, 1300W, UPS, PARALLEL OPERATION, FULL LI-ION BATT PACK, SNMP, 2U CHASSIS, EPO Switch - 5 EACH •· ACG9223 ACG2500 series parallel operation multiple unit on/off control cable (use with ACG9228) - 3 EACH •· ACG9228 ACG2500 series parallel fault tolerant operation "master" cable (multiple units)- 3 EACH •· ACG9229 ACCESSY SLAVE PARALLEL OP MULTIPLE ACG2500 FAULT TOLERANT- 6 EACH •· ACG9272 RAIL KIT TRANSIT CASE ACG1252- 8 EACH •· ACG9273 DC Output Cable 2500 28VDC 1200W Out units - 3 EACH •· ACG9299 AC Input Cable 10' ring terminals for ACG1250INV - 8 EACH The North American Industry Classification System (NAICS) code for this acquisition is 335999. Small Business size standard is: 500. Interested parties may identify their interest and capability to respond to the requirement. This synopsis is published for informational purposes only. The proposed source, ACUMENTRICS, is the designated distributor of the UN-INTERRUPTED POWER SUPPLY (UPS) AND FREQUENCY INVERTERS. Acumentrics is the only known supplier for this system. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-88; DFARS Publication Notice 20160607; and AFFARS AFAC 2016-0603. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Charles C. McKinley.
