Description
Updated Notice of Contracting Action The USAF Theatre Battle Control Division has issued a solicitation for contract award on a limited competition basis for the Engineering & Manufacturing Development (EMD), Interim Contractor Support (ICS), Low Rate Initial Production (LRIP), and Full Rate Production (FRP) of the Three Dimensional Expeditionary Long Range Radar (3DELRR) system. The 3DELRR Program is intended to produce and field the radar system for the United States Air Force (USAF) that meets the Service's theater battle space awareness needs in the current and forecasted threat environment. 3DELRR will be the principal USAF long-range, ground-based sensor for detecting, identifying, tracking, and reporting aerial targets for the Joint Force Air Component Commander (JFACC) through the Theater Air Control System (TACS). It will replace the legacy USAF AN/TPS-75 radar system as the TPS-75 is incapable of detecting some current and emerging threats. The Government intends to award a contract following a modified competitive best value source selection based on written proposals limited to the incumbent prime contractors for the Pre-EMD phase of the 3DELRR program: Lockheed Martin Corporation; Raytheon Company; and Northrop Grumman Systems Corporation. The Government has determined to limit competition in accordance with 10 USC 2304(c) as implemented by FAR 6.302 (FAR 6.302-1(a)(2)); Only a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Pre-EMD contractors have developed prototype 3DELRR systems through Preliminary Design Review. Other contractors would require additional development costs which could not be recouped by the Government through full and open competition. A Justification and Approval for Other Than Full and Open Competition for this action will be posted to FedBizOps within 15 days of contract award. CHANGE IN SOLICITATION NUMBER Previous postings to FebBizOps concerning this acquisition; special notices, draft Request for Proposal documents, and other information have been posted under solicitation number R2278. In accordance with DFAR Supplement Part 204.70 - Uniform Procurement Instrument Identification Numbers, this acquistion has been assigned a procurement instrument identification number (PIIN) of FA8730-13-R-0001. All subsequent postings concerning this action will use this PIIN as a solicitation number. Postings and documents under number R2278 have been archived under this number and may be accessed through FedBizOps archives.
