- PDF Copy of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Asst. Secretary for Public Affairs (ASPA) intends to sole source to: Netinsight DBA: ScheduleAll 200 South Park Road, Suite 250 Hollywood, FL 33021 In accordance with FAR 5.207(c), DAB's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: ScheduleAll Software on-site training for new users. (3) Manufacturer: N/A (4) Functional Description: ScheduleAll Software on-site training for new users. (5) Predominant material of manufacture: N/A (6) Quantity: N/A (7) Unit of issue: N/A (8) Destination information: HHS/ASPA 200 Independence Ave., SW Suite 207D Washington, DC 20201 (9) Delivery Schedule: Delivery of products - July 18, 2016 through July 17, 2017 (10) Duration of the contract period: July 18, 2016 through July 17, 2017 (11) Sustainable acquisition requirements: N/A (12) Description of Procedure: This is a pre-solicitation notice of intent to sole source. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than July 15, 2016. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Asst. Secretary for Public Affairs (ASPA) intends to sole source to: Netinsight DBA: ScheduleAll 200 South Park Road, Suite 250 Hollywood, FL 33021 This project is for on-site training for the ScheduAll scheduling software and upgrades. ScheduAll has been the only software package for studio scheduling for the last eight (8) years. We have new users that require training on the system. The HHS TV studio uses this software package to book rooms such as studio, auditorium and Great Hall events, as well as personnel and equipment. The data collected for each production helps the studio determine level of effort requirements for future years. Changing to another system would render all past data useless. (16) This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement. All responses are due by July 14, 2016 at 1:00 PM Eastern Time and can be sent to Epe Pacantara at Epe.Pacantara@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
